Administrative Services Division/Bureau of Information Technology Services - Madison

Salary: Starting salary is between $33,581 and $40,006 per year, plus an excellent benefits package is also available. (Note for current state employees: This position is in pay schedule 07, range 04. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions of the Compensation Plan, Wisconsin Administrative Code and/or collective bargaining agreement.) This position is in the Fiscal and Staff Services bargaining unit. A six-month probationary period is required.

Introduction: This position is with the Administrative Services Division; Bureau of Information Technology Services (BITS), in downtown Madison. The register created as a result of this recruitment will be used to fill other vacancies until the needs of the Department are met.

Job Duties: This entry level position functions under close supervision, and participates in all phases of systems design, development, and maintenance; and assists in the preparation of detailed system specifications. Duties include developing medium to high complexity programs and/or procedures; modifying existing systems in accordance with client requirements; participating in section activities; obtaining relevant training and performing other assignments, as assigned.

Knowledge Required: Knowledge of : systems development life cycle for IT applications development; estimating techniques for applications development; systems design for IT applications development; project management for IT; requirements for preparation of application design specifications; mainframes relational database design principles; requirements for and preparation of application program specifications; documentation procedures and techniques for applications programs, systems, and job streams; procedures and techniques for applications development and problem resolution; IBM mainframe programming languages, specifically COBOL and CICS; mainframe relational database access language, specifically SQL; structured programming principles and techniques for applications development; applications program testing procedures; applications systems and job stream testing procedures; good written and oral communications techniques; methods and resources for gaining and improving technical knowledge;Ability to : develop an application design to meet user requirements; understand user requirements in user terminology and to convert user requirements into standard IT systems analysis documentation; use a PC in an office environment; understand applications programming requirements; communicate with end-users in their terms to assure joint understanding of technical requirements; prepare technical documentation and technical diagrams appropriate for applications development stages.

Qualified Applicants will possess a combination of at least two years education and/or professional work experience relating to the fields of computer science, management information systems or computer programming and training or experience in mainframe COBOL and CICS.
