IS Systems Development Services - Senior, Specialist & Consultant/Administrator
Bureau of Information Technology (BITS) - Madison

Salary Information: Senior is between $43,764 and $67,945/year, depending upon qualifications. Specialist is between $51,187 and $82,010/year, depending upon qualifications. Consultant/Administrator is between $51,187 and $93,671/year, depending upon qualifications. Note for state employees: Senior position is in pay schedule 07, range 03; Specialist and Consultant/Administrator positions are in pay schedule 07, range 02. These positions include state benefits . A six-month probationary period is required.

These IS positions work directly with the KIDS Information Data System, which processes $1 billion in annual child support payments. These positions are with the Department of Workforce Development (DWD), Bureau of Information Technology (BITS). This recruitment will be used to fill vacancies at the three position levels listed above over the next 6 months or longer. Your eligibility for these three position levels will depend on your knowledge and level of experience.

Job Duties: The IS Systems Development Services-Senior: Performs independently as a senior programmer and systems analyst in contact with a large variety of clients and technical staff. IS Systems Development Services–Specialist: Responsible for ongoing coordination and review of the work of other systems and programmer analysts, including assigning work and evaluating the performance of work. Serves as liaison between application and technical support staffs. Reviews incoming projects and assigns them to appropriate team members for implementation and resolution. The IS Systems Development Services-Consultant/Administrator: Leads and directs multiple development project teams comprised of project managers, project leaders, technology specialists and analyst/programmers, IT vendors and consultants. Serves as the project manager for development of highly sophisticated project designs and implementation of new and emerging technologies.

Knowledge Required: Senior position: Systems development and maintenance activities, such as project planning and management, analysis and design, construction, testing and debugging, documentation, etc., and effective written and verbal communications. Specialist position: Same as the Senior position, but with emphasis on project planning and management and analysis and design. Consultant/Administrator position: Same as Specialist position with a focus on project organization, planning, management and monitoring. Emphasis includes giving direction, monitoring performance against service level agreements, developing standards and communicating with IT and customer areas.

Specific Applications Development Knowledge Requirements: The IS Systems Development Services – Senior, Specialist & Consultant/Administrator positions require knowledge of and experience with mainframe programming in CICS (or equivalent mainframe on-line real time teleprocessing such as IMS/DC), DB2, COBOL, and JCL (or equivalent mainframe Job Control Language). These positions also require knowledge of and experience with systems analysis and design techniques; estimates for analysis, design, programming, testing, and implementation tasks; and methods used to develop, install and maintain large complex mainframe data information systems. In addition, the Specialist & Consultant/Administrator level positions require knowledge of automated project management tools used to create detailed project/system plans.
