Description:

Demonstrated ability to investigate, develop and implement professional and intuitive graphic user interfaces for multiple web projects for multiple technical solution possibilities. Evaluate and assist in the selection and procurement of hardware and software technologies. Manage technical resources (hardware, software, licenses, and services). Identify, analyze, define, and coordinate user, customer and stakeholder needs and translates them into technical requirements. Work with stakeholders as well as technical and analytical counterparts to define constraints, and develop requirements and concept of operations documentation. Work with stakeholders to identify best-fit technical solutions for business unit needs. Identify technical risks and develop mitigation strategies. Provide conceptual design, prototype, and test cycles appropriate to a chosen technical solution. Identify and manage dependencies with other systems and elements of the IT infrastructure. Evaluate industry offering to identify products and technologies with the potential to support the design. Actively participate with the project or program team to meet Project Management Framework milestones. Participate in project or program team activities. Identify potential environmental impacts on systems. Record lessons learned, processes and procedures, and other pertinent quality topics in appropriate formats. Work with project personnel to resolve schedule problems and ensure developed applications and systems are transitioned to customers in a timely manner. Validate system elements and requirements. Develop and implement test plans for commercial off the shelf (COTS) and custom developed systems. Ensure all product and administrative documentation is completed and maintained in order to ensure continuity and historical reference. Ensure deliverables meet all relevant quality and security standards/documentation.

Mandatory Skills:

Advanced knowledge/skills in graphic user interface design methods, technologies and applying software reuse methodologies including object-oriented methods and tools, design tools based on the Universal Modeling Language, Java, Java Applets, Java Script, and XML. Current experience in applying software reuse methodologies including object-oriented methods and tools, design tools based on the Universal Modeling Language, Java, Java Beans, Java Applets, Java Script, JSP, J2EE, C++. Knowledge/skills in hardware, system administration (Windows, UNIX/Solaris, and Linux), web server applications and information security. Systems level knowledge of the applications and systems programs including Java, HTML, UNIX/Solaris, Windows OS, and Linux. Possess knowledge of web publishing standards such as W3C and Section 508 Accessibility standards. Possess detailed knowledge of the project life cycle. Have the ability to work both independently and in a team environment. Effectively understand and communicate orally and/or in writing, technical information to various customers/audiences to either technical or non-technical individuals. Ability to troubleshoot and problem solve.
