This position functions as the division's global climate policy/analyst lead working directly with the assistant director and other division staff on Washington's Climate Change Challenge (CCC) and the Western Climate Initiative (WCI). Washington is rapidly being recognized as a regional and national leader on climate and energy policy and the person in this position would be directly involved in the forefront of state and regional climate policy development and implementation.
Specific duties include providing technical support to the Climate Advisory Team process and the Washington state representatives to the WCI during 2008. Subsequent to those processes the incumbent will be involved in with executive and legislative branch implementation, further analysis and refinement of strategies and tracking and analysis of state, regional and national climate issues. The incumbent would help coordinate the various climate related work underway throughout much of the agency.

Position is also advises agency management, the Governor's executive policy staff, state legislators, and state agency staff on these and related climate change/energy issues. Assist representatives of energy industries and businesses, public interest groups and state government in considering economic, technical, environmental, and institutional implications of climate/energy policy issues. Position provides these analyses in the following types of forums: legislative, CCC, WCI; state, regional, or federal proceedings, and technical advisory meetings and legislative or agency reports.

It is essential that the incumbent of this position has substantial knowledge of climate policies, programs, and institutions as well as greenhouse gas reduction strategies especially related to energy production and use. It is highly desirable for the incumbent to have experience with public policy development particularly in state or local government.

Required Education, Experience and Competencies:
A bachelor's degree in business, engineering, policy, energy or related field and at least four years of experience in energy/climate change and/or areas closely related to the job duties and competencies listed above. A graduate degree in business, engineering, policy, energy or a related field may be substituted for one year of experience.

Public speaking: Ability to testify before the legislature, public meetings, and in rulemakings, and provide presentations on a range of climate/energy related topics to constituent groups and professional organizations.

Economic and policy analysis: Ability to conduct economic and technical analyses on climate and energy strategies and programs, legislative proposals, executive orders, and other related policy documents. Ability to accurately and rapidly conduct policy analysis that considers legal, institutional, economic and environmental implications of policy choices and decisions.

Communication skills: Ability to research issues, conduct analysis, and provide analytical results in written reports, briefing memos or agency comments related to the climate change, energy,

Stakeholder skills: Develop and maintain strong stakeholder relationships including an ability to rapidly understand their policy positions and formal comments. Work well with a wide variety of stakeholders and maintain professional conduct in contentious situations.

Agency coordination: Ability to work effectively and collegially with technical and program staff within CTED and other state agencies (Ecology, Transportation, Natural Resources?) to produce high quality work products, ensure coordinated policy positions, and provide information for stakeholder groups.

Manage diverse and complex activities: Strong ability to manage a range of work activities with overlapping and demanding deadlines in a variety of different forums with a variety of stakeholders.

Contracts: Experience in managing contracts and contractors.
