Position Description Position is on the GMD program in Huntsville, AL and supports the Interceptor Engineering, Integration and Test organization as a Basis of Estimate (BOE) Technical Specialist. As a BOE Technical Specialist, candidate will be assigned to a specific area with the organization (i.e.; flight test, production operations, special tools, system test, etc.) and will be expected to become the subject matter expert for that area, capable of creating BOEs in response to proposal requirements, ROMs, etc. Therefore, candidate must have experience in labor and material estimating, pricing, with an understanding of government contracting processes and associated regulations. In this capacity, candidate should be able to cope with aggressive deadlines, constantly changing requirements, and frequent periods of overtime to meet proposal objectives while maintaining the highest levels of respect and cooperation with teammates. Furthermore, candidate will assist in evaluation, preparation, assessment and discussion of fairly complex, proposals, and technical change packages. Candidate will evaluate and influence development of technical requirements (e.g., statement of work, ground rules and assumptions, program schedules, etc.), identify significant cost drivers and provide risks and benefits alternatives to enhance estimate accuracy. Candidate will be expected to review estimates and impacts with management, CAMs and support proposal discussions with customer. Candidate will use understanding of Earned Value Management and government proposal work to accomplish assigned tasks. In addition, candidate must have experience as a project manager / engineer leading team members from various engineering disciplines, support groups and senior customer representatives. Candidate must also possess knowledge of project management concepts, tools and best practices and be able to generate and maintain complex Excel spreadsheets. Will be expected to develop project plans and deliverables, and direct all project phases and act as primary customer contact. Participates in or develops mechanisms for establishing, monitoring and integrating project elements, metrics, product configuration and communications concerning change management process and decisions. Coordinates the operational aspects of ongoing projects and serves as liaison between project and team, finance, planning, scheduling and line management. Uses trend, earned value and variance analyses and risk assessments to develop plans or to recommend change. Negotiates project changes and incorporates changes into project control systems to maintain work statements, cost and schedule baselines. Transitions projects to customer for on-going support; performs project close-out and documents lessons learned. Works under minimal direction.
