PURPOSE OF JOB (JOB SUMMARY): The Chief Clinical Officer (CNO) is responsible for clinical practice at the organization by ensuring consistency in the standards of care and practice across the various clinical settings and departments. As a member of the hospital s administrative team, the CNO supports and facilitates an interdisciplinary team approach to the delivery of patient care. This includes creating a clinical environment in which collaboration is valued and excellence in clinical care, education, and research is promoted and achieved. The CNO ensures the continued advancement of the profession of nursing and other clinical disciplines within the organization. ESSENTIAL RESPONSIBILITIES DUTIES: Identifies and articulates the vision and strategic direction for the discipline of nursing and clinical services, and collaborates on the implementation of strategies to achieve them. Provides leadership and direction for the development of strategies to promote the recruitment, retention, and recognition of excellence in clinical services; including oversight and recommendations regarding compensation and benefit programs for nursing and clinical staff. Acquire and allocate human, material, and financial resources for specific functions and processes within the clinical services area. Participates in the planning, implementation, and evaluation of clinical programs and services, assuring appropriate resources for the delivery of quality and safe care. Ensures that the organization s clinical care policies and procedures are developed, interpreted, implemented, and enforced. Facilitate the conduct, dissemination, and utilization of research to ensure evidence-based nursing, healthcare, management, and administrative systems. Participates in development of facility planning, budgets, revenue and expense management for the clinical departments. Attends department and operations meetings on a regular basis. Serves on committees as defined and required by accreditation and regulatory agencies, and by the facility s policies. Serves as the senior spokesperson for clinical services at the organization. Advises the leadership of the organization (including the medical staff) by providing input about the implications of decisions and change on the quality and safety of patient care; on nursing and clinical practice; and on clinical care providers. Provides leadership and input to the medical staff in the establishment of credentialing/privileging policies for nurses and clinical staff (allied health professionals) ensuring compliance with such policies for nurses or clinical staff (allied health professionals) who seek to practice and who practice at the organization. Promotes and fosters a multidisciplinary approach to patient care, and the coordination of care among disciplines. Assures that the patient care delivery model(s), clinical and staffing standards for nursing and the clinical departments are consistent with current research and professional standards, as well as with the mission, vision, and values of the organization. Provides strategic direction regarding the use of temporary services/staffing agencies that provide patient care. Assures continuity and consistency of clinical care across all aspects and levels of care throughout the organization. Ensures the delivery of culturally-competent care. Assures that all nursing and clinical services are provided in compliance with all applicable standards and requirements of the JCAHO, CMS, State Licensing/Certification Boards, professional state boards that issue professional licenses, and all other applicable licensing/regulatory/accreditation bodies. Assures an organized and ongoing orientation and inservice program for all nursing and clinical staff. Collaborates with the schools of nursing and other clinical schools to ensure an effective learning environment for clinical students within the organization. Supports outcome measurement and evidence-based practice through participation in programs of study (e.g.: core measures, CMS scope of work, National Database of Nursing Quality Indicators).
