The Chief Administrative Law Judge, under the general direction of the President of the Commission, plans, organizes and directs administrative Law judges and formulates policy and procedures for the Division.
The Chief ALJ:
• Manages a staff of ALJs who draft proposed decisions for discussion and adoption by the Commission;
• Conducts hearings; rules on the admission of evidence;
• Issues subpoenas, administers oaths, examines witnesses;
• Analyzes matters of law and fact;
• Holds pre-hearing conferences.
• Manages the Commission’s formal decision-making process to assure it is fair and efficient, and consistent with the law
• Manages hearing reporters, transcribers, and support staff who process formal pleadings and manage the Commission’s formal docket.
• Works closely with Commissioners, Executive Director, and highest-level management to coordinate Commission work priorities, legislative strategies, and public policy objectives.
MINIMUM QUALIFICATIONS
One year in California state civil service as Assistant Chief Administrative Law Judge, Public Utilities Commission, or two years of experience in the California state service performing the duties of Administrative Law Judge II, Public Utilities Commission; or
More than five years in the practice of law*, including at least three years in public utility regulation matters which involve several contested cases or three years conducting judicial or quasi-judicial hearings as a presiding officer. *Experience in the “practice of law” or “performing legal duties” or “legal experience” is defined as only that legal experience acquired after admission to The Bar.
DESIRED EXPERIENCE AND QUALIFICATIONS
Candidates should have extensive managerial and administrative experience requiring responsibility for a major program. Familiarity with utility regulation and Public Utilities Commission programs and procedures is desirable but not required. Candidates must have strong leadership skills, professional integrity, the ability to motivate professional staff, and exceptional communication skills. Candidates must be able to analyze complex situations and information, and act as the Commission’s representative in public forums, before other agencies of government, and before the state Legislature on matters relating to public policy and agency administration.
