The Web Application Developer provides Web application and database analysis, design, and coding for business process, analysis, and reporting systems. These systems support local leadership in nearly 200 sites across the country, staff in four central offices, and other NWP participants and stakeholders. While working with considerable autonomy, the Web Application Developer actively participates in cross-unit teams to determine and document system requirements. Current projects include external data collection, extranet, intranet, and analytical processing applications.

The NWP website and business systems use proprietary and open-source Web application frameworks along with MySQL databases on a Linux platform.

Responsibilities
• Analyze, design, and program large data-driven Web applications using technologies and tools, including Perl, PHP, HTML, XHTML, JavaScript, MySQL and CSS
• Provide creative, technical, and information management expertise
• Consult with the Web Applications Manager and IS Director in identifying alternate application design approaches
• Deliver systems into production on time, tracking progress using formal quality assurance and project management methodologies
• Prepare and manage production implementation, including appropriate coordination
• Identify, evaluate, recommend, and implement new technologies
• Optimize SQL statements and queries to reduce run time of applications
• Prepare test plans for system changes, perform Web support and troubleshooting
• Serve as a backup to the Applications Manager
• Support other cross-unit work as needed

Skills:
• Bachelor’s degree in computer science or related field
• Two years of related work experience designing and coding data-driven Web applications and user interfaces using JavaScript, XHTML, and CSS in a LAMP environment
• Two years of related work experience analyzing, designing, and querying relational databases
• Demonstrated experience programming databases and Web system architectures
• Experience in managing innovative technical projects
• Broad understanding of, and interest in, current and emerging Web technologies
• Experience in managing the transition of new services into production
• Demonstrated ability in analytical thinking, logical reasoning skills, and developing original solutions to problems
• Commitment to developing clean and readable code and producing standards-compliant interfaces
• Experience developing systems within a Web application framework preferred
• Basic proficiency with Linux or Unix shell environments strongly preferred
• Ability to travel
