The Orange County Sanitation District (OCSD) is a public agency located in Southern California dedicated to maintaining world-class leadership in wastewater and water resource management. OCSD operates and maintains the third largest wastewater treatment facilities west of the Mississippi River.
Under direction, performs a variety of engineering duties involving wastewater treatment and collection systems including design, project management, operational and compliance review; inspects and analyzes plant operations and implements process improvements; serves as a technical resource and advisor to assigned plant systems; and researches problems and conducts engineering related studies. Specifically, this person will be responsible for resident engineer duties for numerous ongoing projects. This individual will ensure contract compliance, review the plans and specifications of complex projects for compliance with District standards; audit construction equipment and material submittals for compliance with contract documents; prepare responses for construction contract clarifications; formulate and issue field change orders; review and recommend approval of contract progress payments; review and negotiate contract changes; and prepare agenda reports, formal change orders, and close out documentation.
The successful candidate will possess the equivalent of a Bachelor’s degree from an accredited college or university with major course work in civil or mechanical engineering. A Professional Engineer Registration from the State of California and a minimum of five years of increasingly responsible engineering experience are required. Two to five years of construction experience is highly desired. Construction Management Association of America (CMAA) certification is preferred. The ability to manage and prioritize work tasks for the construction and design of multiple projects simultaneously is required. The ideal candidate will have a working knowledge of all engineering disciplines; experience with reviewing contractor schedules, time impact analysis documentation and negotiating time extensions and related costs. The ability to work with and guide inspection staff, and experience with the commissioning of projects is highly desired. A working knowledge of California State Contracting Law is a plus. The ability to communicate well, both written and verbally, is essential. Computer skills, including the use of MS Office applications such Word, Excel, and email programs are necessary.
SALARY RANGE:   $89,315 - $108,576/yr

A credit union is available. Benefits are subject to the Board of Directors' periodic determination (usually annually) and the meet and confer process, and are therefore subject to change. The District makes a generous contribution toward the cost of these benefits.
