Introduction: This job is with the Department of Workforce Development in downtown Madison, Wisconsin. Located in the newly-remodeled GEF 1 State Office Building, DWD is within walking distance of the rich cultural and vibrant Capitol square, including the Monona Terrace, the State Capitol, the farmer’s market, as well as numerous downtown restaurants and the State Street area. Special Notes: Due to the nature of this position, all applicants who may be appointed to this position will be required to allow the hiring authority to conduct an individual bonding credit check and criminal background check. Job Duties: The Financial Manager, Director of the Bureau of Tax and Accounting position is responsible for the management of the Bureau, and serves as the Treasurer of the Wisconsin Unemployment Reserve Fund. The Financial Manager, Bureau Director is responsible for all of the accounting operations of the Wisconsin Unemployment Reserve Fund. This position directs and supervises a bureau of approximately 130+ employees. The Financial Manager position also develops and monitors complex automated systems designed to carry out tax functions. In addition, this position serves as a technical consultant regarding UI tax and accounting matters. The complete position description for Financial Manager is available. Knowledge Required: Well qualified candidates will have a bachelor’s degree in Accounting or equivalent and be a certified public accountant. Knowledge of: • supervisory techniques and principles • budget development and monitoring • policy development • Generally Accepted Accounting Principles and Generally Accepted Auditing Principles • automated tax and accounting systems • project management principles • strategic planning processes Ability to: • interpret and explain statistical and financial reports • interact and communicate with state and federal agencies, legislators and the public. Also include any applicable experience writing and proposing statutory changes. Exam area #4. Leading or managing organizational operations including responsibilities for supervision, program planning, and budgeting.
