Salary Information:  Starting salary is $34,882 per year, plus excellent benefit package. (Note for current state employees: This position is in pay schedule 12, range 05. Pay and benefits upon appointment for current or former employees may vary according to the applicable pay transaction provisions of the Compensation Plan, Wisconsin Administrative Code and/or collective bargaining agreement.) A twelve-month probationary period is required.

Vacancies are anticipated in Appleton, Eau Claire, Madison and Milwaukee.  The employment register created from this recruitment will also be used to fill future vacancies occurring in the four cities listed above over the next six months or longer.  Permanent positions have the potential for reclassification to the Unemployment Benefits Specialist 3 level based on successful performance and completion of intensive training on Unemployment Insurance (UI) procedures, policies, and law.
Job Duties:  Investigate/interview via telephone, individuals who have applied for Unemployment Insurance benefits, their employers and other relevant parties to make a decision on unemployment benefit payment.  Identify, obtain, and document relevant case facts and apply State UI law, policy and rules.   Apply laws and policies in order to prepare and issue formal written decisions that may allow, suspend, or deny benefits.  Use complex personal computer based software systems to track and document individual records.  Assess individuals continuing eligibility for benefits and provide general information about Wisconsin and Federal UI law.

This register will be used to fill permanent, project and Limited Term positions.
Knowledge Required:  Effective oral communication techniques, including listening skills; interviewing methods; fact finding methods; basic mathematical calculations (addition, subtraction, multiplication, division, percentages, etc.); organizational methods; methods used to determine the relevancy of facts to the decision making process; problem solving methods; ability to resolve conflicts and discrepancies; correct grammar usage including spelling, punctuation, language use, etc.; common word processing software, such as Word or WordPerfect.  Skill in reading and interpreting laws, rules and regulations; reading, analyzing and comprehending complex written materials; effective written communication techniques and methods used to prepare clear, concise and complete written documents and supporting documentation.  Ability to meet deadlines.
How to Apply:  Reminder: You may only take this exam ONCE every six months! An examination is scheduled on December 13, 2008 at 8:30 a.m. , in several locations throughout the state . You do not need to register in advance for this exam.  Please bring a completed Application for State Employment , two #2 lead pencils, a standard non-programmable calculator, and a picture ID with you to the exam site.  If you cannot download the Application for State Employment, there will be copies available for you to complete at the test site.  However, plan to arrive at least 30 minutes early to allow enough time to complete the paperwork.
