Responsible for monitoring financial management and fiscal integrity functions. Oversees controller, treasury, actuarial, tax reporting, provider audit and planning functions. Responsible for the financial analysis and reporting to support the annual plan, three year plan, and forecast process.
Primary duties may include, but are not limited to:
* Directs the review of health care provider financial reports to verify adherence to program reimbursement policies and to assist in the identification of potential fraud and abuse. Specifically, directs the desk review, audit activity, settlement activity, cost reports appeals activity, rate setting, and other associated reporting for institutional providers.
* Ensure compliance with Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) requirements. Assist with FAR and CAS policy development. Coordinate SOX certification process for NGS.
* Responsible for activities related to Contractor Performance Evaluations (CPE) reviews and for timely and effective responses to any and all findings. Accountable for all CMS quality and timeliness standards relative to provider audit and finance.
* Responsible for Request for Proposal activities, such as, responding to bids, writing detailed specifications for RFPs, delivering oral presentations for contract procurement, etc. relative to areas of responsibility.
* Leads and directs staff in multiple locations across the country, standardizes operations, leverages scale to achieve increased productivity and efficiency for NGS, and consequently for CMS.
* Responsible for overseeing execution of any integration, merger or divestiture activity.
* Responsible for financial management functions for NGS.
* Responsible for annual budget, forecast, and three year strategic planning process.
* Directs the review/audit of health care provider operations and financial reports.
* Responsible for provider payment accounting, provider reimbursement, and payment correction functions.
* Prepares and reviews financial reports for NGS Board of Directors.
* Responsible for completion of analysis regarding plan variances.
* Ensures that CPE established standards are achieved. Accountable for all pertinent CMS quality and timeliness standards
* Operates within budgetary constraints.

Skills:
BS/BA in accounting or Finance required. CPA required. MBA, CFA, CMA, CFM or FSA preferred. Requires 10 years of significant accounting experience. Extensive knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Code of Federal Regulations (CFR) is required. Healthcare and public accounting experience highly preferred. Excellent oral, written and interpersonal communication, negotiation, and persuasion skills required. Excellent analytical ability and strategic planning, organizational and leadership skills required. Demonstrated ability to motivate, build consensus, and drive change. Ability to effectively manage in a virtual environment with staff at multiple sites. Ability to travel.
