This individual plans, directs, and controls the resources and efforts of the network and telecommunications infrastructure area within the Infrastructure Support Services organization. This position is responsible for:
* Owning joint accountability for defining and sole accountability for deploying Wellpoint's strategic voice and data network.
* Responsible for achieving high availability and performance SLA's in support of network operating environment.
* Driving strategic decisions regarding buy versus build options.
* Oversees the accomplishment of objectives of WellPoint and the IT organization. Obtains resources (people, funding, material, support) to get things accomplished. Provides leadership in motivating subordinates to accomplish WellPoint IT goals and objectives.
* Develops a strong enterprise team through training, effective organizational development practices and key partnerships.
* Implements the policies, practices, and procedures of WellPoint and Information Technology organizations.
* Has fiscal responsibility for IT budgets.
* Establishes relationships with business users.
* Hires qualified staff for assigned areas or functions.
* Oversees all aspects of a centralized function.
* Serves as a catalyst, along with other executives, to establish and implement strategic plans and objectives.
* Makes final decisions at the business unit level and ensures operations' effective achievement of objectives.
* Coordinates project management across department & divisional line.
* Management and performance of all network and telecommunications platforms, software, configurations and services. This includes both internal and vendor controlled outsourced systems and procured network services.

Skills:
Typically requires an advanced degree in Information Technology or a related discipline and 15 year's experience leading project & technical teams and providing direction for professional exempt employees. Expert knowledge in multiple technologies including networking & security, telecommunications & call center architecture, public network services, consolidated/integrated networks and a broad understanding of the primary areas of a major corporate IT function. Possesses the ability to work with peer IT organizations and the business areas to develop the future architecture of a consolidated voice/data global enterprise network that supports WellPoint's current and future business goals - while upgrading and operating the networks in use today. Demonstrated ability to motivate, coach, counsel & train staff, effective communication skills, including facilitation, consultation, negotiation and persuasion. Ability to communicate with customers about technical issues in non-technical terms. Understands the business processes that the system supports.
