Mandatory Requirements: 1. The equivalent of eight (8) years full time* experience in overseeing medium to large scaled projects comprised of sub-projects and distinct deliverables. Focal point of contact for Issuing Entity regarding project status, meetings, reporting requirements, scope changes/extensions, and financial, administrative, and technical issues and concerns raised by consultant staff or Issuing Entity.

Desirable Requirements: 1. The equivalent of four (4) years full time experience developing procurement documentation and participation and/or development of procurement protocols within the area of human services systems procurements of a large and complex nature. 2. Knowledge of and the equivalent of three (3) years full time experience with the development of Human Services Advance Planning Documents (APDs). 3. Knowledge of and the equivalent of three (3) years full time experience with providing quality assurance services to Human Services Agencies. 4. Knowledge of and the equivalent of three (3) years full time experience with Federal procurement policies and requirements for systems development efforts, including APD requirements and familiarity with Medicaid Information Technology Architecture (MITA) processes and how they relate to human services systems.
