POSITION DETAILS
The Proposal Manager is responsible for managing the overall proposal development process and providing leadership to proposal preparation efforts.

The Proposal Manager will implement and lead the proposal preparation process to assure:
* Best practices in proposal preparation from receipt of the solicitation through post-analysis
* Effective coordination of processes and procedures between contributing organizations
* Company adherence to terms, conditions, requirements and that all proposal obligations are fulfilled.

This position will also be responsible for supporting the lead Contracts Manager in contract negotiation, acquisition, fulfillment and compliance in accordance with company policies, legal and contractual requirements, government regulations, and customer requirements and ensuring all required contractual agreements are in place prior to any performance on contract award. Assist in efficient contract administration, and maintaining historical information data files.

Additional responsibilities include staff training, related metrics, post-submittal analysis, lessons learned, continuous improvement and providing timely management reports regarding proposal activity.

QUALIFICATIONS
Bachelor's degree is required.
MBA/MA/MS highly preferred.
Expertise in sound proposal preparation practices is essential in this role.
10 years experience in proposal preparation and development, including technical proposal writing and editing.
3-5 years experience in government contract management and compliance dealing with DOD/DOE/NASA and other commercial entities performing under government contracts of a Research & Development nature.

Candidates must have experience with current U.S. government procurement practices, sound business practices and a working understanding of proposal pricing.
Candidates must also possess strong capabilities in electronic communication, desktop publishing and electronic proposal submittals. Candidates must have strong leadership, interpersonal, organizational, time management and communication skills, with the ability to interface effectively with executives, managers, technical, and support staff.


Experience in the aerospace, building automation, HVAC, energy and/or security industries would be highly desirable.
