This leader will partner with members of the Application Development and IT Leadership teams and designated Business Partners in developing, maintaining and managing programs and initiatives that position the Application Development organization to successfully execute on Wellpoint's strategic system and organizational transformation plans. This leader will focus on the development of consistent and repeatable platform migration processes and the development and execution of a comprehensive Application Development resource talent management program.

Primary duties may include, but are not limited to:
* Provide strategic planning of the IT Migration Playbook. Will partner with various IT Leaders (Application Development, Architectural, Infrastructure, Quality & Testing and PMO) on developing repeatable processes and migration maps to be leveraged for all consolidations supporting North Star Strategy.
* Provides strategic planning analysis to Application Development Leadership Team concerning staffing needs on short to long term basis based on program projections across all of Application Development in support of our North Star Strategy.
* Partner with Application Leadership Team to identify resource gaps and skills needed to meet future technology goals.
* Work with Corporate Training to identify training required for IT App Dev resources.
* Partner with Project Leads and management teams from all App Dev areas to ensure that the resource and skill capacity/peaks and requirements are identified.
* Partner with Global Sourcing Tech Program Director in enabling execution of application staffing/sourcing strategies.
* Provides strategic direction for developing enterprise project plans specifying goals, strategy, and staffing, scheduling, identification of risk, contingency plan and allocation of resources.

Skills:
* Requires BA/BS in Computer Science, Engineering, or related discipline with IT focus degree.9 years of project management experience in broad-based information systems, full life-cycle application development and/or building enterprise applications or any combination of education and experience, which would provide an equivalent background.* At least 7 years are spent leading and directing project tasks.* Project management certification required within one year of job placement.* Previous experience in leading enterprise mergers and acquisitions, system consolidation and/or enterprise transformation efforts and establishing / leading repeatable processes.* Extensive proven program management experience is required.* Demonstrated application of and proven success of project management methodology, management tools, analysis and research tools, documentation tools, and reporting tools required. * Experience in coaching and mentoring project team members preferred. * Experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment, communicating and influencing effectively at all levels of an organization required.
