JOB DESCRIPTION
The Human Resource Manager manages the overall functions of Human Resources services, policies and programs for our client’s Rockville office. This position requires solid leadership by a qualified candidate with high energy and strong management experience. This position will report directly to the Vice President of Human Resources, North America.
RESPONSIBILITIES
The major areas of responsibility will include managing talent acquisition, employee relations, organizational development, policy development, performance management, response to any investigation of compliance and safety issues, benefit and pension communication, and strong on-boarding experience.
Provide support and guidance to management on employee relations issues.
Coach managers/supervisors on effective ways to motivate employees, communicate performance expectations, discuss performance issues and reward superior employee performance.
Lead a team of human resource professionals to deliver outstanding human resource services.
Consult with management in preparation of staffing budgets, projections, and employment policies, procedures and practices.

QUALIFICATIONS
Bachelors Degree is required.
3+ years managing HR functions and staff
3 years benefits experience
2 years experience in employee relations
Strong knowledge of benefit administration is required.
Solid performance management experience is essential in this role.
Familiarity with ADP payroll and PeopleSoft HR applications
Understanding of government contracts, including administration of prevailing wage and unions
Ability to influence and affect change in a professional manner
Ability to communicate effectively, both verbally and in writing with other departments and all levels of employees
Must be well organized and have the ability to deal with multiple priorities simultaneously
Demonstrated ability to be self-driven and results oriented with a positive outlook and clear focus on quality
Knowledge of state and federal regulatory concerns with direct experience in investigation of claims
Solid knowledge of federal and state employment laws including: FMLA, COBRA, ADA, ADEA and worker's compensation
Must maintain strict confidentiality
Strong working knowledge of Microsoft Office
Must be able to write reports and business correspondence
