Responsibilities: Plans, supervises, assigns, directs and reviews all work of safety engineers, industrial hygienists and office support staff assigned to a District Office, and in some cases, a Field Office. Manages the issuance of construction activity permits in the geographical area covered by the District Office. Enforces state laws and regulations, including the California Labor Code, California Health and Safety Code and Title 8 of the California Code of Regulations; and adheres to all provisions of the Divisions Policy and Procedures (P&P) Manual. Regularly reviews the work product of all safety engineers and industrial hygienists assigned to the District Office to ensure effective performance and adherence to the provisions of the P&P Manual. Ensures that District Office compliance personnel performance data, and post-citation issuance data such as appeal data, are correctly entered on a timely basis into the Divisions Integrated Management Information System (IMIS); regularly generates and reviews IMIS performance reports on all compliance personnel working in the district office; and consults with Regional Manager about the results of the IMIS reports. Reviews citations, and the evidentiary foundation for the citations, prior to an informal conference, pre-hearing conference or appeals hearing; conducts informal conferences and pre-hearing conferences; effectively represents the Division, and ensures that District compliance personnel effectively represent the Division, when citations issued by the District are appealed to the California Occupational Safety and Health Appeals Board. .
