POSITION DETAILS
The chosen candidate will be responsible for developing “enterprise level” solutions for legacy and modernized systems within government organizations. The position will direct the architecture of system development, data architecture, and infrastructure for government systems. The effort will support the development and deployment of a government portal with an underlying Service Oriented Architecture (SOA) to modernize existing systems. The Chief Engineer will provide technical direction throughout the system development life cycle. The position requires knowledge of systems engineering life cycle and processes, technology evaluations, technology risk assessment, and security. It will require a close working relationship with our development, architecture and systems engineering teams as well as client subject matter experts.

RESPONSIBILITIES

* Lead and participate in formal and informal reviews, including System Requirements Review, Design Reviews, and Test Readiness Reviews.
* Provide overall technical direction during requirements, design, development, testing, and deployment.
* Provide alternative design solutions and conducts trade studies to evaluate alternative technical solutions.
* Work side-by-side with the Government Enterprise Architect and make technical recommendations on our client’s behalf based on technical evaluations, analysis, and vision to our client based on the program roadmap
* Track technical, schedule, and cost performance of the effort.
* Ensure requirements are satisfied by an integrated and testable hardware/software solution.

QUALIFICATIONS
Bachelor of Science degree from an accredited college or university with a major in Computer Science, Engineering or a related scientific or technical discipline is required.
10 years of general information technology experience and enterprise integration, with relevant experience in enterprise SOA and web services.
Experience with large-scale system design and integration tasks, comprising design and implementation of major systems, systems elements and related support systems is required.
Good team player with strong verbal and written communication skills as the candidate will be required to provide briefings and documentation.
Experience with SOA technology toolsets, including WebMethods, IBM WebSphere, Oracle, SUN IDM and OpenSSO, LDAP, Java, XML, Data Modeling, and Unix/Linux is required.
Knowledge of agile development methodology (Scrum), and object-oriented architecture and development is essential in this role.
Understands migration strategy for legacy systems in heterogeneous transactional environments is highly preferred.
Hands-on experience with data and process modeling tools, and relational databases such as Oracle is a plus.
Strong emphasis on integrating multiple dynamic applications and databases is required.
