Authors funding opportunity documents to describe DHS requirements for research needs for a non-technical audience, develops objective review plans, and coordinates the competitive peer review process for re-compete of Centers of Excellence. Participates in government coordinating council meetings, industry working groups, and technical conferences acting as a subject matter expert in research programs.
Requirements :Bachelor's degree or equivalent and 10 to 12 years of related experience. Experience in biosafety, biosecurity, animal welfare or human subjects research. Experience in research funding and grant management with Federal agencies. Requires excellent written and verbal communication. Master's degree in a Biological ScienceDuties and :Program Coordinator for DHS National Centers of Excellence in Animal and Zoonotic Disease, Food Protection and Defense, and Microbial Risk Assessment. necessitates key roles in program management, finance/grant management, contracts, knowledge of federal agencies, and advanced skills in communication. Reviews long and short-range technical plans, develops resource projections, establishes priorities, provides justifications and recommendations on Center of Excellence program issues for research grants and cooperative agreements. Leads efforts with other agencies (USDA and FDA), and DHS Science and Technology (S&T) Directorate's Chemical Biological Division to establish Interagency Agreements for funding of follow on work at the Centers of Excellence. Ensures program compliance with research export controls and policies governing work with select agents and the protection of sensitive information. Monitors funding progress for DHS research grants, collaborating with the Office of Procurement Operations to ensure accountability for federal funds.
