Responsibilities and Requirements : Establish the consolidated financial budget and corresponding milestones for the program and monitor and report adherence.  Prepare financial analyses at the program level, including variance analyses, financial and cash forecasts.  These budgets, milestones and analyses are to be correlated to the breakdown of the statement of work and should allow for cost and schedule variance reporting by major project element.Assists program and project managers in preparing budgets and milestones.  Establishes financial budgeting templates and reports/templates/systems and standards of analysis standards to be used at the project and program levels.Establishes and documents financial controls over the program and projects.  Reviews and approves the financial sections of project management plans.  Approves expenditures at a set dollar level (TBD).Identifies problems, risks and opportunities related to program and project financial performance.  Quantifies and reports these risks to program and operations management and to the Director IT Finance or VP FP&A.Works with cash management and other areas in the organization to forecast cash run out and planning and tracking cash spending and/or financing activities.Understands the details of vendor contracts and obligations.  Establishes, with the project and program managers, standards and formats for reviewing contractor performance.  Reports issues to program management, operations and the Director of IT Finance or the  VP of FP&A.The purpose of this new role is to provide financial advice and management of the PMO established to implement clinical and other IT initiatives to comply with ARRA.  The PMO Finance Manager will assist program and project managers to prepare, execute and monitor program budgets.
