Executive Director - (US-CA-San Francisco - 94199) Minimum Education: None Job Type: Full Time Jobcode: N/A Email this job to yourself or to a friend | Job Match Test | Resume Guide Click Here to Apply Online Responsibilities: The Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun (Board) is seeking qualified applicants to fill the Executive Director position. The Executive Director is the highest level state official appointed by an eight member board and serves at the pleasure of the Board. The Board members are appointed by the Governor for four year terms and may be appointed for one additional term. The Executive Director provides direct supervision to two full-time employees and functional oversight of numerous maritime investigators, physicians, and attorneys that provide intermittent services to the Board. The primary functions of the Executive Director includes but is not limited to being the principal state official exercising the state licensing functions over licensed pilots and original or renewal applicants for pilot license; oversight and administration of pilot trainee selection, trainee training, and pilot continuing education; managing and directing ship incident and pilot safety investigations; serving as the treasurer of the Board and keeping all financial accounts; leading the general administration of the Board's affairs with respect to budgeting, staffing, and records; organizing all board and committee meetings and staff support for these board functions; and maintaining contact with all stakeholders in local, state, and federal government, pilot organizations, and the shipping industry. The position requires knowledge, and experience of the pilot service industry, and their associated regulations and laws; the maritime trade industry; vessel navigation and shipboard operations; federal safety standards; methods and concepts of organizational management, including program management and strategic planning; methods and techniques of program evaluation and development; the ability to understand and function effectively within state government; communicate effectively with high-level government and private sector individuals and organizations; resolve complex and sensitive programmatic problems and policy issues; and possess the ability to write and speak clearly before an audience. Senior sea-going maritime experience is preferred. The annual salary range for the position is $ subject to approval by the Department of Personnel Administration. .
