Responsibilities : The Regional Purchaser performs highly complex (senior-level) purchasing work and is responsible for the procurement of supplies, equipment, and services. The Regional Purchaser reports directly to the Procurement Manager and is responsible for management in overseeing, administering, supervising, planning, directing, and coordinating the procurement activities of assigned institutions, halfway houses, and district offices. The Regional Purchaser is also responsible for writing general and technical specifications, preparing procurement documents for supplies and equipment, and maintaining detailed records of all items purchased or repaired. The Regional Purchaser works under limited supervision with considerable latitude for the use of initiative and independent judgment within established state and agency purchasing, warehousing and accounting procedures. May be required to travel or work overtime.

Requirements :High school diploma or D. Seven (7) years experience in quantity purchasing, warehousing, and/or inventory/stock control record keeping. OR Bachelors degree in Business Administration, Accounting, Finance, Public Administration, Management Services or related field. Three (3) years experience in quantity purchasing, warehousing, and/or inventory/stock control record keeping. Continued employment is based on completion of required procurement certification as mandated in accordance with Texas Government Code, Section 2155.078(b) and 1 TAC 113.1. Any degree(s), semester hours, diploma, or D required to meet minimum qualifications must be obtained from an accredited educational institution Knowledge of purchasing methods/procedures, sources, prices, market factors, and product/service characteristics.Skill to prepare general and technical specifications.Skill to work effectively with suppliers, state agencies, institution administrators, and other organizations.Skill to plan, organize, assign, and supervise the work of others.Skill to communicate effectively.Skill to work independently and with minimal supervision.Skill to compute basic arithmetic.Skill to use personal computer and standard office software.
