If selected, you will draft agency policy and provide guidance in assigned areas, such as but not limited to Federal internship and developmental programs; design, execute and manage Departmental marketing and branding strategies; and manage college relations with academic institutions. Some travel is required. The successful candidate for this position will possess the following KSAs/competencies: 1. Demonstrated knowledge of the principles, techniques, and application of advance analytical qualitative and quantitative methods used in data collection, assessment, and evaluation of program effectiveness and the improvement of complex management processes. 2. Expert knowledge of the Federal statutes and program requirements governing special employment programs, specifically FCIP, PMF, SCEP, and STEP. 3. Expert knowledge of human resource laws, rules, regulations, policies, directives and programs. 4. Ability to draft strategies and synthesize highly complex material in the area of human capital. 5. Demonstrated experience in developing and executing communication and marketing plans. 6. Ability to communicate orally and in writing to internal and external individuals and organizations at all levels.
