OVERALL RESPONSIBILITIES:
The Senior Business Intelligence Data Developer/Designer is a member of the Management Information Systems (MIS) unit within the Operations Team at SCMS. S/he will provide strategic guidance and technical expertise in the design and oversight of SCMS Business Intelligence (BI) web based applications and Oracle Data Warehouse and Data Marts to strengthen the capacity and performance of supply chain organizations and health stakeholders to use our websites and data for decision-making. S/he will lead the development and monitor the implementation of the SCMS global BI tool applications strategy and technical assistance framework. These will be based on established international standards and designed to ensure that all MIS web efforts produce internationally benchmarked outputs and outcomes that meet client needs. S/he works with other MIS Unit staff and SCMS Teams to coordinate data requirements and resources, to ensure activities are on track and to ensure that technical outputs are of high quality. The Senior Business Intelligence Data Developer/Designer is expected to work with the Data Warehouse administrator to prepare Data Marts for use with the BI application. S/he will work closely with the BI Analyst to structure data to meet reporting requirements of the BI application and its users. S/he reports to the MIS Operations Manager. SPECIFIC RESPONSIBILITIES:
1. Lead the development of SCMS’ BI application data infrastructure that meets the project goals, strategies and standards for MIS BI tools to support the SCMS organizations at all levels.
2. Lead the development of BI Data Warehouse and BI tool technical applications, for SCMS and VPP. This includes both external and internal users via the SCMS intranet site.
3. Ensure the SCMS MIS global BI data consumption and preparation strategies are being appropriately considered throughout the planning, implementation and evaluation phases of MIS operations.
4. Develop new Data Marts within the Oracle 10g/11g Data Warehouse infrastructure for the PFSCM and SCMS BI tool use, including user data normalization, data manipulation, data security, data mart or user table environments, etc.Work with the Business Intelligence Analyst and unit BI leads to develop a user focused environment with best of data warehousing/data mart standards.


QUALIFICATIONS:
1. Design systems using Oracle 10g/11g Data Warehouse or similar database experience.
2. Experience with feasibility and requirements analyses for existing systems or new requests for data that may include third party database sources, unstructured data, data conversion, ETL methods, and Commercial-Off-the-Shelf (COTS)/Government-Off-the-Shelf (GOTS) software packages.
3. Experience designing, programming, documenting, and maintaining data warehouse, data mart, or user data tables for BI tool use.
4. 7+ years BI database development experience in a) Microstrategy BI Tool Suite environment, b) Oracle 10g or 11g data warehouse and data mart, and c) BI reports and dashboards development.
5. Education – Bachelor’s Degree in Computer Science or a related field.

ADDITIONAL DESIRED SKILLS:
1. Working knowledge of Section 508 compliancy issues, user interface and usability for BI web design, as well as Oracle 11G , mySQL Server, VMWare and LINUX Server.
2. Applications development for web interfacing.
3. Business Intelligence application suite user interface (web).
