Job Description
Leader in the asphalt recycling industry providing our Customers with proven recycling and renewal strategies for all stages of pavement maintenance. , Based in Jurupa Valley, CA, we have multiple locations providing our services throughout the Southwestern states.
We currently have an opening in our Corporate offices in Mira Loma, CA for a Human Resources Manager who will assist Department Managers in driving the business strategy forward by:
• Providing HR expertise in working with Union and Non-Union matters at all levels of the organization;
•Delivering meaningful, responsive HR services to a variety of managers and employees;
•Having a hands on approach to managing the day to day HR responsibilities;
• Performing Benefits Administration, orientation, exit interviews and counseling as needed;
•Managing the HR Electronic Files and the Performance Management System;
•Understanding the HR implications of various business strategies and advising management accordingly ;
•Effectively utilizing personal knowledge of Staffing, Performance Management, EEO/AAP and Compensation to create real value.
•Developing annual budgets for HR other assigned responsibilities, and tracking performance against budgets
KEY RESPONSIBILITIES
•Serve as an internal Consultant to management in the areas of Employment Law, Compensation Strategy and Policy Development.
•Direct the communication and maintenance of Federal and state labor laws and regulations.
•Advise Managers of Company Policy changes and updates.
•Review resumes, interview candidates, arrange for final manager interviews, and conduct prior employment reference checks.
•Maintain and effectively communicate as necessary all internal policies and programs managed by HR
•Develop a strong new hire orientation/on-boarding procedure which effectively communicates our commitment to Safety and Performance. Provide all locations and field managers with training and content to be able to duplicate the process at their sites.
•Provide advice guidance and leadership for, Job Descriptions, Job Postings, EAP communication, Performance Reviews, Policy Administration, and EEO/AAP.
•Maintaining Personnel files confidentiality and Form I-9 Security.
•Mediate work related employee disputes.
•Responsible for creating Committees for Corporate events planning and execution.
•Handles Wellness Program administration.
•Designs and delivers employee training and development programs.
•Create a Committee to promote and communicate the benefits of Employee Ownership, and foster support of a strong ownership culture.
•Generates reports on demographics, retention, compensation and others as needed.
•Conducts periodic needs assessments
•May manage office service vendors, e.g. landscapers, commercial office cleaners, copier contracts and supplies.
•Other duties and responsibilities as may be assigned

REQUIREMENTS
Education and Qualifications
Degree in Business or Human Resources is required.
Must be solution oriented and self-motivated with a high energy level.
Excellent communication skills are essential, both written and verbal.
Must also be proficient in Microsoft Office and capable of managing budgets.
Strong organizational skills
Periodic travel required


In accordance with guidelines from the American Disabilities Act, the person who fills this position must have the following physical capabilities:
1.Frequently lift or carry items up to 20 lbs. and occasionally up to 50 lbs.
2.Frequently push or pull items up to 40 lbs. and occasionally up to 100 lbs.
3.Frequently required to stand and/or walk and to reach outward with hands and arms. Ability to climb ladders and gangways onto equipment/vehicle operating platforms and maintenance access areas.
4.Occasionally required to climb or balance, to stoop, kneel, crouch, crawl, or bend.
5.Be able to sit for extended periods of time.
6.Be able to wear Personal Protective Equipment (PPE).
7.Possess dexterity of hands and fingers to operate a computer keyboard, mouse and other devices and objects.

Work Experience
A minimum of 5 years in an HR role with solid HR technical skills in training, employee relations and compensation. It would be advantageous to have 2 to 3 years HR supervisory experience in a fast paced business environment. That experience should include a working knowledge of benefits administration, and a familiarity with federal, state and local labor laws, as well as with wage and salary laws/regulations.
