Under general direction, writes and modifies complex applications programs. Codes, tests, debugs, documents and maintains those programs. May create detailed specifications or designs, conduct quality assurance reviews of peer's application programming and may mentor others in these programs. Competent to work at the highest technical level of all phases of applications programming activities.
PRINICPAL DUTIES/RESPONSIBILITES:
Work with IT and Business management to evaluate complex user requests, projects, and clarify objectives and functional requirements for new or modified computer programs. Determine feasibility, cost and time required, compatibility with current system, and system capabilities.
Independently formulates detailed program specifications using structured analysis and design methodology. Prepare project documentation when needed. Work with functional architects to define and implement application architecture.
Independently code new or modified computer programs into existing systems and test program effectiveness. Evaluate error messages, modify codes and troubleshoot programming problems. Develop detailed application designs and specifications for computer applications. May serve in technical lead capacity during project development phase.
Perform analysis of complex systems issues or changes.
Write documentation describing program development, logic, coding, and corrections. Oversee development of user manuals and operating procedures. May provide technical assistance to resolve operating issues.
Provide assistance to IT team members with issues needing technical expertise or systems and/or programming knowledge. Provide on-the-job training for new or less experienced programmers. Mentor team to improve their understanding and skill and ensure they are familiar with resource materials including manuals and system's documentation.
Work on special projects as assigned.
Understands overall IT strategic direction.
QUALIFICATIONS
-College degree in Information Technology or related field, or equivalent work experience.
-5-8 years experience in applications programming, preferably 1-2 years at ESI.
-Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines.
-Detailed knowledge and proficiency of programming languages.
-Strong IBM mainframe development background.
-5+ years experience in application programming in an MVS, JCL, COBOL, DB2 environment.
-Experience with mainframe development tools helpful (Endevor, Xpeditor, File Manager, Syncsort, SPUFI, QMF).
-Provide technical solutions to a wide range of difficult problems. Solutions are innovative, thorough, practical and consistent with organization objectives.
-Strong customer service focus.
-Ability to lead discussions with all levels of the organization and to provide balanced information of an idea or communication of an issue regardless of written or verbal.
-Familiarity with health care or PBM industry very helpful.
-Ability to work a flexible schedule to accommodate project deadlines.
-Strong mentoring skills.
-Demonstrated ability to prioritize work load and meet project deadlines.
