The Facilities Manager is responsible for preserving the good condition of buildings and grounds, infrastructure, and assets to ensure that they are safe and well-functioning. The Facilities Manager will also be responsible for managing contractors, training new employees, and working with third-party vendors. Equally important, this individual will be a thoughtful partner in sharing ideas and experiences, to help extend the useful life of building systems, equipment, and infrastructure to enhance the experience of the children, families, employees, communities, and other people using them. Bringing a deep knowledge of standard methodologies in Facilities Management and planning, this person will collaborate with early childhood agency leaders to proactively plan, coordinate, and budget for improvement projects at the organizations Early/Head Start facilities.


The Facilities Manager will support and lead facilities updates and construction management projects at the Early/Head Start Networks Directly Operated sites. Will also develop tools and provide assistance to sub-recipient and Contractor agencies on construction projects and facility updates.


Responsibilities:



Creates and supervises monitoring systems for Sub-recipient, Contractor, and Directly Operated Programs for the Early/Head Start Network in the area of Facilities Management. These systems will ensure facilities issues are identified and work orders are submitted and completed in a timely manner.

Support agency staff in identifying, evaluating, and planning major facilities improvements at Sub-recipient, Contractor, and Directly Operated Programs. Collaborate with agency site leadership to minimize disruptions to programming/displacement of children and plan for proper program monitoring before, during, and after construction projects.

Design, develop, and deliver training on Facilities Management practices and routines. Ensure agency staff are trained and use tools and resources to maintain safe facilities. Develop systems and provide technical assistance to Early/Head Start sites, to efficiently lead and monitor procurement, maintenance, and upgrades of furniture, utilities, security systems, and signage for all facilities.

Develop and implement tools for agency staff to use to proactively plan, coordinate, and budget for improvement projects. Based on those tools, develop, and implement effective systems of monitoring for agency and EHSN staff to ensure safe facilities.

Review and analyze Sub-recipient, Contractor, and Directly Operated Programs Facilities Policies and Procedures. Recommend changes to correct identified problem areas to strengthen monitoring processes and repair follow-through at sites to buildings that are well-maintained.

In collaboration with the EHSN Data team, build monitoring checklists and tools in the Recipients ChildPlus database system that the program and EHSN staff can use to ensure follow-through and completion of facilities projects.

Supervise the Environmental Health and Safety Supervisor and the Building and Repairs Specialist.

Provide technical assistance to center supervisors to ensure processes and procedures relative to Facilities Management (i.e., contract management) are being implemented. Support Early/Head Start agency and site leaders in navigating external building/maintenance processes to eliminate internal project delays and identify potential funding sources for capital projects.

Perform other job-related duties as requested.

Identifies, assesses, and analyzes building systems condition, assesses the condition of the facilitys structure interior, exterior, etc. and is in charge of operations and maintenance activities.

Required to use considerable judgment in day-to-day situations, research and investigate problems, and summarize findings.

Occasional lifting up to 50 pounds, stooping, bending, standing, and reaching.



Qualifications:



Bachelors Degree or equivalent experience in Early Childhood, Human Services, or related field. (or related field).

Certified Educational Facilities Professional (CEFP) Credential is highly preferred.

Individuals with aligned experience but without this credential will have 6 -12 months to complete the coursework and earn this credential.

5 years of facilities management experience. (Preferably early childhood settings) and 3 years of management experience.

Knowledge of Head Start Performance Standards, and Department of Child, and Household Services (DCFS) Regulations is highly preferred.

Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.

Highly organized, an excellent communicator, and possessing outstanding judgment to prioritize program needs in a fast-paced environment of continuous learning.

Develop risk management plans, emergency management plans, and procedures and assist in the design of simulations or exercises to test the plans. Knowledge and experience in data collection and information processes and systems along with general knowledge of policy and procedure compliance.

Strong analytical, organizational, communication (both written and verbal), interpersonal, and problem-solving skills.

Ability to work professionally both independently and in collaboration.

Comfort and experience in handling risk and uncertainty to move work forward.



Salary Range: We believe that all employees should be paid fairly and equitably. As of the time of this posting, the expected base annual salary range for this position is $89,400 - $92,000. The base annual salary will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and limitations.
