LEGAL EXPERIENCE:
DIVISION OF LABOR STANDARDS ENFORCEMENT DEPARTMENT OF INDUSTRIAL RELATIONS, Long Beach, CA
Staff Counsel, December 31, 2012 to Present

Represent the Labor Commissioner as sole counsel in over 100 concurrent cases prosecuting Public Works contractors for
various statutory violations of the Labor Code. Contractors on Public Works projects are required to keep certified payroll
records with an accurate accounting of days and hours worked, but also the correct worker classification based upon the work
performed. Deputy Labor Commissioners complete investigations and audits of these projects and issue Civ il Wage and
Penalty Assessments. I am responsible for prosecuting those contractors in an administrative hearing pursuant to Labor Code
section 1742. As with all litigation, a large amount of my time is spent at meditations, settlement conferences, as well as
drafting and negotiating settlement agreements, while fighting to preserve the regulatory and enforcement goals of the
Division, in the process collecting and processing millions of dollars worth of wages and penalties. Hearings in these matters
are both document and testimony heavy, often involving binders and binders of detailed documents, as well as many witnesses
on both sides. Post Hearing Briefs are usually ordered by the Hearing Officer to address legal issues that arose during the
hearing. I am also responsible for collections, both on settlements and decisions.

Beyond my responsibilities in Public Works, I represent workers and the Labor Commissioner in de novo appeals of Order,
Decision or Awards in Superior Court (Bermans). Advise the Labor Commissioner and DLSE enforcement staff on
Legislative updates, including the Domestic Workers Bill of Rights, and AB1897 (Client Employer Liability).

Assist in drafting memorandum explaining changes in the Division's enforcement procedures. Presenting internal memos
released by the Labor Commissioner to District Office staff in the Division's ongoing effort to keep enforcement efforts in
line with the most recent updates to the Labor Code and decisions of the judiciary.
