EXPERIENCE AND SKILLS

Manage and follow up test as required by user department in order to  ensure
that refinery Technical performances  are  achieved  and  that  feedstock's,
intermediates and products meet required quality specifications.

Ensures that laboratory test on feedstock's, process streams, products and
materials are performed as specified by user departments

Contributes to achieving optimal technical performance of refinery and
utility processes.

Maintain appropriate  resources  in  terms  of  personnel,  their  training,
methodology, techniques and equipment, to  ensure  that  refinery  processes
are effectively monitored and quality objectives achieved.

Liaises with operations and utilities managers and  department  managers  to
assess  quality  of  output   from   refining   operations   and   utilities
departments; recommends remedial or alternative action as appropriate.

Reviews quality performance and outstanding issues daily with laboratory
staff through verbal and written communication

Develops, improves and updates refinery quality assurance policies and
procedures in liaison with refinery management.

Responds through subordinate personnel to customer technical enquiries as
requested by sales and marketing staff.

Conducts new employee orientation in laboratory processes, procedures and
equipment, and schedules training in laboratory safety procedures,
firefighting techniques and first aid.

Troubleshooting and calibration for laboratory equipment and apparatus to
ensure high laboratory performance.

Technical evaluation for the new laboratory equipment.

Preparation of the capital and operating budget for Laboratory.

Preparation of ISO 9001/2000 and Accreditation ISO 17025 for laboratory.


Lead and manage the corporate expectations of the Horizon laboratory
operations.

Maximize human, equipment and financial resources.
Suggest new processes & procedures which will increase Maxim's efficiency.
Lead, develop and ensure adherence to Maxim's Quality Assurance policies,
procedures and practices.
TASKS

. Prepare lab certification in compliance with the latest edition of the
certification checklist FB-F-OP-02.

. Ensure all testing is performed in compliance with the relevant ASTM
standard.

. Ensure all equipment is calibrated and preventative maintenance is
performed.

. Maintain all calibration records and maintenance records.

To manage the daily running of the Laboratory facilities, maintaining an
environment conducive to good health and safety, and laboratory procedure,
practices; equipment and facilities in good working order; service
contracts on equipment and organizing repairs as required.

To maintain good relationships with private and public sector supporters of
the Incubator.

. To maintain good relationships with private sector users of the Incubator
and its Laboratories.

. Supervise and support Laboratory Technician staff

. Ensure daily, weekly, and monthly lab reports are complete, accurate and
submitted on designated times to the designated people.

. Writes SOP's and training programs related to lab operations.

. Advises QHSE Manager and QA Manager Labs on required updates in SOP's,
forms and documents.

. Orders lab replenishment consumables timely and in the correct
quantities.

. Raise work orders and monitor works when modifications or repairs on the
lab need to be made.

. Maintains proper housekeeping in the lab.

. Ensure all relevant Health and Safety standards and requirements are
adhered to ensure all forms, SOPs and Fuels documents used in the lab are
reviewed, approved and coded by the QHSE Manager.

. Ensure the most recent version of all relating international standards
are readily available at the lab.

. Makes sure all Quality Management System documentation is readily
available to all lab employees and that all lab employees are informed on
updates.

. Provides induction and refresher training on the use of the lab equipment
to lab supervisor and operators and makes sure all training records are
complete.

. Ensures all safety and environmental training is provided and signed off
in the training records.

. Evaluate subordinates and ensure corrective action training for employee
discrepancies are administered.

. And all other tasks that improve the safety, effectiveness and efficiency
of the laboratory operations


DUTIES AND RESPONSIBILITIES

Manage and follow up tests required by user department in order to ensure
that refinery technical performance is achieved.

Participate in the technical evaluation of all lab requirements including
furniture, instruments, apparatus and utilities required to operate the
laboratory.

Studding offers submitted from different vendors to select the best in the
view of technical points.

Receiving all lab apparatus from the vendors and ensure proper operation of
it.

Reviewing all spare parts and consumables delivered with the apparatus.

Training for the new chemist and technicians on laboratory equipments.

Review the analysis scheduled in the view of kind and frequency of
analysis.

Evaluation of crude oil received from different companies working in the
western desert received to El-Hamra Terminal through a metering system.

Preparing a certificate of crude analysis to different users.

Preparing of yearly capital and operating budget.

Responsible for the selection of crude additives as de-emulsifier and pour
point depression.

Contributing to achieve optima; technical performance of the oil fields and
utilities.

Analysis of samples according to the approved standard test methods and
compare the result with the prescribed range.

Report abnormal finding and variances from standard range promptly and
accurately.

Ensure safe condition for the lab equipments and workers.

Preparation of the standard solutions required for the analysis.
Act as a positive change agent in supporting Maxxam's new initiatives
(operational and cultural) Provide a safe environment for staff and
customers. Ensure that required training is available and certificates up
to date.
Creates budgets and manages resources according to the requirements of CNRL
and Maxxam's objectives.
To ensure the production of high quality defensible data, safely and on
time.
Develop a strong supportive relationship with the General Manager and Vice
President of Petroleum Operations.
Carry out lab-based work for and with client companies
Source and procure laboratory equipment, consumables and services
Negotiate service contracts with equipment manufacturers and suppliers
Have the ability to undertake first-line maintenance of equipment,
including replacement of items such as bulbs and filters and second-line
maintenance after manufacturer training, or with remote assistance by
manufacturer
Responsible for maintaining proper inventory of supplies required in
operation of their department.
Assists in monitoring, measuring, and assessing quality assurance practices
and protocols for continual improvement.
