Currently serves as the Director of International Programs for HiPK. As international
Director I am responsible for all coordination and training for non-US customers.
Significant milestones in the creation of the international training directorate include:
design, development and fielding of the International Tactical Data Link Course
(ITDLC) for export to the Norwegian Navy, development of an Officer and Enlisted
Interface Control Officer (ICO) Course for the Colombian Navy.
I currently hold an active Top Secret Clearance.

2010
While an instructor at the Joint Interoperability Division (JID) and as Allied
Training Branch Manager he provided JID courses of instruction to allied countries
including Joint Interface Control Officer (JICO) AT-301. The AT-301 course is the
Capstone training course for all Tactical Data Link (TDL) operators.
Responsible for the planning, scheduling, costing and execution of Tactical Data
Link (TDL) training missions to all thirty-seven authorized Link 16 countriesThis
involves such complex areas as disclosure of material to a foreign government,
planning of foreign clearance to a verity of locations, creation of training materials
and actual training course execution.
Only authorized Foreign Disclosure representative (FDR) located at the JID. As
such I was responsible for the review and release of all training material to foreign
governments.
I served as the JID representative for two years as the training committee co-chair for
both the Joint International Configuration Review Board (JICRB) and the MIDS
International Review Board (MIRB).

2008
I served four years as a Strike Group Interoperability and Training Representative
(SGITR) for Carrier and Expeditionary Strike Group platforms. I was responsible for
coordinating Tactical Data Links (TDL) and Global Command and Control System-
Maritime (GCCS-M) interoperability training and knowledge dissemination for the
staff and the Air Defense Commander. I was responsible for optimizing the Multi-
TDL network, Common Tactical Picture, and Common Operational Picture.
I served as a key Air Defense and TDL planner for several strike groups during the
work-up and pre-deployment phases of training. During COMPTU-EX phases of
training he embarked the Air Defense Commanders (ADC) ship providing planning
and execution training during all phases of air defense operations serve as a conduit
for Theater Air Defense/GCCS-M information and issues between the fleet, system
engineering and training communities.
Coordinated interoperability issues in the tactical data links and GCCS-M systems
between operators, engineers and training community to maximize the effectiveness
of fleet operations.
Led the export of the ICO and Strike Group Multi-TDL Training (SGMTT) COIs to
the UK in support of the HMS Manchester who deployed with the ENTERPRISE
Strike Group the Royal Navies first fully integrated TDL J surface combatant.
Member of the certification team for the initial certification of the Limited
Deployment Operations ships in support of Navy Ballistic Missile Defense. Principle
advisor to CNE for the input of the theater wide OPTASK CTP and the CNE
requirements for development of the theater OPTASK COP in support of exercise
Austere Challenge 2008 (AC08).
A participant in theupdating of all TDL NMETS used to evaluate deploying Strike
Groups. I served as principle advisor to the Joint Interface Control Center
Deployable during the first Combatant Commander Joint Interface Center-
Deployable (JIC-D) test of concept during a major NATO exercise.

2004 GROUP TWELVE
I was responsible for the operation and maintenance of all command and
control, information, and weapon systems including: Aegis, Tomahawk, and
the initial east coast deployment of the Interim-JICO Support System (I-JSS).
I developed training and qualification plan to qualify Officer and Enlisted
watch standers on all TFCC watch stations including ADSI and I-JSS.
I was a standing member of all Strike Group planning committees ranging
from Chris Action Planning to Deliberate Action Planning teams in all areas of
Strike Group operations. I led the developed Combatant Commander AOR
procedures for TADIL J troubleshooting the use of the embedded LMS-16. He
designed and deployed the first Tactical Flag Command Center (TFCC) of the
future onboard USS ENTERPRISE
Qualified as a Battle Watch Captain and Flag Tactical action Officer for two
deployments, the only non-post command Battle Watch Captain
During both pre-deployment work-ups was responsible for liaison for all
NMETS pertaining to Command and Control (C2), Air Defense and TDL
operations.

Mr. Gilley was responsible for the battle force operation and maintenance of
all command and control, information, and weapon systems of a US Battle
Group. He planned and orchestrated all aspects of multi-TADIL operations
and various warfare areas.
Developed a staff wide training plan for the training all TFCC watch standers
prior to scheduled work-ups and deployment. I was designated as lead Tactical
data Link (TDL) and air defense planner for two Fleet Battle Experiments.
Both battle experiments were multi-service events testing air defense and
BMD interoperability.

1998
Ichaired the doctrine and tactics development working Groups. He provided
classroom and simulator instruction to Officer Training courses. I provided
operational instruction to Force Air Defense Students, Prospective
Commanding/Executive Officers, Afloat Commanders and their staffs,
Department Heads and visiting Dignitaries in all facets of the ACS and AWS MK
7 Baselines 1 - 5 Phase III.
I provided expertise in Instructional Development. Was tasked with the lead role
in instructional development for both the Force Air Defense Course of Instruction
and PCO COI. He provided evaluation of the Prospective Commanding Officers,
Executive Officers, Tactical Action Officers (TAO), Anti-Air Warfare
Coordinators (AAWC), Combat Systems Coordinators (CSC), and Missile System
Supervisors (MSS) during tactical scenarios utilizing Aegis baselines 1 - 5 Phase
III for all ATC Officer Courses.
Lead instructor for two Roving Sands exercises. These exercises are major Joint
level exercises aimed at testing Navy, Army and Air Force interoperability with
regards to BMD operations.
Responsible for the creation and piloting of a revised Staff AEGIS Course of
Instruction both in the training center and as an exportable course.

He was responsible for the planning and execution of Air Warfare Commander
missions of a US Battle Group in two deployments. He was the Battle
Group/Battle Force Anti-Air Warfare Commander Watch Officer.
Developed Tactical Data Link architecture and Airborne Warning and Control
System (AWACS) joining procedures in support of the Korean OPLAN. He was
the Battle Group action officer and Navy liaison for the development of joint
tactics, techniques, and procedures (TTP) for the engagement patrol boats and
Special Operations Forces (SOF) insertion craft.

I was the ships commissioning CIC Officer who was responsible for the
development of all CIC training plans. Key developer for war fighting instructions
such as the Captains battle orders and various Command and Control Tactics
Techniques and Procedure (TTP)
I was responsible for all pre-deployment and CSSQT planning and execution in
preparation for the ships initial deployment. He was responsible for the planning
and execution of Air Warfare Commander missionsof the RANGERBattle Group
in two deployments in support of Carrier Strike Group operations.
