CIRCUIT COURT DIVISION COORDINATOR

Plan, develop, coordinate, and administered the work of a centralized business center with responsibility for the collection of statutory and Court-wide court ordered financial obligations and penalties; court-wide records management and retention, and central service operations including mail processing, printing and supply purchasing, equipment and service management, digital recording management, and scanning.

Manages the external and internal communication exchange within the Business Center; which includes making sure that communication flows between the courts, litigants, staff, and others who need to exchange ideas, solve problems, coordinate projects, and work towards the success of the business.

CUSTOMER RELATIONS

Expand and enhance customer services orientation of staff in the division. Train and motivate staff in all aspects of customer service, and promote the philosophy of  Quality Plus.

RECORD MANAGEMENT

Manage all aspects of Record Management, which consist of maintaining case files, conducting record searches, establishing procedures for document imaging, purging, record retention and destruction. Provides planning and direction for development, delivery and improvement of circuit court records management systems, services and functions. Accountable for maintaining the integrity of the circuit court records management system and appraising active and inactive records for retention, disposal and archiving pursuant to state statute. Ensures compliance with health information confidentiality, privacy and security requirements pursuant to Wisconsin open records law, HIPAA and circuit court policies and procedures.

Coordinate and supervise electronic record management. Organize, direct, train, and control activities associated with managing scanned/optically imaged documents. Provide guidance on use of scanning equipment, destruction and retention of scanned/optically-imaged documents.

Supervise the daily operation of public access printing. Provide guidance to staff regarding policy and procedures governing public access printing including confidential documents.

Ensure court records are maintained in an accurate, timely manner. Train employees and orient them in record management activities and office procedures. Maintains and operates office machines, supervise clerical unit engaged in various clerical activities, assist general public in getting cases into court system and accessing records.

Supervise staff as they research court case files; prepares transcripts of judgments, certified copies of legal documents for attorneys and other types of information; extracts information for the preparation of reports and/or the preparation of documents as required by statutes and the courts.

Ensure use of appropriate court record entry and use of appropriate codes to ensure the accuracy of information. Information put into the system in court is available to the public almost immediately.

Coordinate data management, security, and data sharing with business partners, approved agencies and the public.

Develop, draft and/or modify word processing forms used by court staff due to the implementation of new software and/or changes in laws and rules.

FINANCIAL MANAGEMENT

Provide oversight and direction to staff engaged in the collection of accounts receivable; statutory and Court-wide court ordered financial obligations and penalties, manages delinquent account collection efforts including referral and records management.

Ensure cash collection policies and appropriate internal financial controls are in keeping with Statute, local rules and Supreme Court rules, industry standards, County policy and are understood and carried out by staff on a daily basis.

Coordinate and direct divisional account creation, payment receipting, case/account distribution or crediting, establishment of payment plans including ability-to-pay, make recommendation to the court regarding re-payment of debts, case disbursement and application reconciliation with members of the public and business partners.

Supervise the maintenance of records on all monetary transactions performed in the division. Provide training/guidance to staff that maintain cash drawers, perform daily checkout and reconciliation processes, credit card tracking report, and billing functions to the State and other agencies. Oversee the preparation of disbursement requests for restitution payment and refunds.

Assists in the planning and implementation of automated court management systems and business processes related to financial management of court ordered financial obligations and penalties; trains judiciary, employees and court participants in business systems automation; and coordinates automation and information sharing with other justice partners, court participants, and local, state, or federal agencies.

Coordinate collections policies with judges and business partners. Coordinate and direct collection processes to ensure enforcement of court financial orders and to maximize the collection of delinquent accounts, using varied enforcement actions including the pursuit of litigation. Review cases prior to forwarding to collection agencies.

Supervise the implementation of court ordered enforcement action such as suspension of driver licenses, civil judgment, arrest warrants, wage assignment, community service, tax intercept, bail forfeitures and etc.

Provided direct supervision to a court staff of 13 and indirect supervision to a staff of 31. The staff consisted of cashiers, case managers, legal clerks, deputy clerks, receptionist, record center, mailroom and temporary clerks.
