Responsibilities:

• Perform As-Is system data analysis and data documentation
• Facilitate meetings with state agencies, local social service districts, and As-Is technical SMEs in support of As-Is system data analysis
• Assist IES Data Management team in defining data profile and data cleansing rules
• Coordinate and facilitate meetings with As-Is System Business SMEs in support of data profiling and cleansing activities
• Coordinate and facilitate As-Is data profiling and data cleansing activities with business users in conjunction with IES Technical Data Team
• Document IES To-Be Target Model data requirements for IES system based on IES business requirements
• Collect and document data synchronization/bridging requirements between As-Is and To-Be systems
• Assist IES Data Management team with As-Is system - To-Be system data mapping
• Assist IES Data Management team with data management system and quality assurance testing

Mandatory Skills:

• More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Specialist
• More than 7 years working on data conversion projects including tasks such as:
• Source system metadata analysis, documentation, and validation
• Source to Target system data mapping Data profiling and data cleansing rules
• To-Be system data requirements gathering, analysis, documentation, and validation Data synchronization
• Bridging requirements gathering, analysis, documentation, and validation

Data conversion quality assurance testing

Desirable Skills:

• Five or more years' experience with Data Quality processes, approaches, measurement techniques and business cases for data profiling, data cleansing, standardization, match, and merge functionality using tools such as Informatica Data Quality.
• Three or more years' experience working in Human Service domain with a focus on eligibility, enrollment, case management and payment functionality.
• Experience analyzing data and/or business processes relating to New York State or New York City Human Services eligibility systems such as the Welfare Management System (WMS) and Paperless Office System (POS).
• Experience analyzing data and/or business processes related to New York State's Benefits Issuance Control System (BICS).
• Experience writing SQL statements and queries against RDBMS such as Oracle.
• Experience in formal data statistical analysis.
• Experience coordinating and facilitating data quality activities with business data stewards and information owners.
