Senior Business Analyst - Hybrid The Position: Location: Hybrid Remote Off-Site and On-Site (as required) in Mechanicsburg, PA Duration: Initial term through 06/30/2023 (+ Annual Renewal in 1-Year Terms) Accepting Candidates Until 01/20/2023 at 2: 00 PM Special Requirements: This position requires an in-depth background check, including fingerprinting, and requires successful results. Candidates will be required to write a basic use case (attached) and submit this as part of the application process (details in summary Note - In order to assist us with the interview process, we are asking each candidate to write a basic business case based on the Business Case scenario attached. The purpose of this exercise is to review the candidate's writing style and ability to capture both user and system requirements. Candidates can take liberties making assumptions about business process or may include a list of questions that would assist them in completing/capturing the business requirements. The candidates should be prepared to discuss the Business Case scenario during the interview. DOC requires the services of a Business Analyst staff augmentation consultant to assist the technical staff in gathering and documenting the system functional and system requirements for new development projects and enhancements to existing applications for DOC and Pennsylvania Parole Board (PPB) users. DOC IT utilizes both Waterfall and Agile project methodologies. As such, experience with both Waterfall and Agile project methodologies will be preferred. - Collects, analyzes, and documents business rules, processes, and legislation. - Leads business requirements gathering sessions with business and technical resources for complex system development projects. - Analyzes legislation or other business documentation (i.e. policies/procedures, RFPs, etc to determine necessary IT system changes or changes to business processes required to meet the objectives of an agency initiative. - Works with business users to develop and implement improved business processes for their application to an IT system in support of agency program policy. - Works with users to develop or enhance system requirements. - Prepares or reviews detailed functional specifications for complex IT systems development or enhancement projects to be used by developers for system coding. - Participates in the development of detailed functional specifications for highly complex system development and enhancement projects. - Prepares use cases or other types of requirement documentation. - Assists with system testing. - Assists with preparation of system change requests. - Assists with the planning and prioritization of system changes. - Assist with the creation of training materials. - Troubleshoots system, data, or process problems. - Works with development and database teams to identify opportunities for data migration and correspondingly documents any necessary business rules. - Works with development and database teams to identify opportunities for integration and correspondingly documents any necessary business rules. - Prepares mock-ups to provide visual aids for requirements gathering. - Prepares process flows to document for As Is and To Be business processes. - Performs basic SQL queries (as needed) for analysis purposes. - Performs related work as required. The Preferred Skills and Experience: - 5+ Years: Experience with Waterfall Methodology - 5+ Years: Experience with writing use cases and requirements documents - 5+ Years: Experience with developing business requirements - 5+ Years: Experience with developing functional requirements - 4+ Years: Experience business process re-engineering - 3+ Years: Experience in business change management is highly desired - 3+ Years: Experience with Team Foundation Server (TFS) is highly desired
