Duties:
Must be able to determine costs for converting computer systems from one language or machine to another by using compilers, simulators, emulators, and/or language translators and to recommend better utilization of operating systems capabilities for improving system efficiency.
Develops, manages, maintains, and evaluates current state-of-the-art computer hardware, software, and software development tools; evaluates their ability to support specific requirements and interface with other equipment and systems; determines potential and actual bottlenecks and proposes recommendations for their elimination; and makes recommendations for system improvements that will result in optimal hardware and software use.
Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three (3) years of equivalent experience in a related field. A Master's Degree is preferred.
General Experience: Must have eight (8) years of computer experience in at least two of the following disciplines: system analysis, system programming, application programming, and equipment analysis.
Specialized Experience: At least five (5) years of experience either as a computer hardware or systems software specialist or as a systems analyst with duties relating to the evaluation of third and fourth generation of current state-of-the-art computer hardware and software and its ability to support specific requirements for hardware and software evaluation, system management, or large-scale system development and maintenance.

Preferred Personnel Experience:
The personnel shall have a minimum of 8 years of IBM MVS systems programming experience and most recent experience shall have occurred within the past two years.
A. Planning, installation, configuration, customization and maintenance of IBM z/OS operating system and various other base and optional features including TSO/E, ISPF/PDF, JES2, SDSF, Communication Server IP and SNA, TCP/IP, etc.
B. Installation, definition, configuration, customization, and maintenance of IBM zSeries system and OEM peripheral hardware using Hardware Configuration Definitions.
C. Configuration, and customization of several PR/SM LPAR environments and maintenance of z/OS images running in them as needed.
D. Work with the use and operation of the IBM Hardware Management Console.
E. Configuration, and customization of z/OS UNIX System Services environment including Hierarchical File System (HFS) and zFS setup and security access as needed.
F. Knowledge of Secure Sockets Layer (SSL) and Secure Shell (SSH).
G. Familiar with Diagnosing z/OS performance problems using Workload Manager (WLM).
H. Capacity planning, resource analysis and reporting using Resources Management Facility (RMF).
I. configuration, customization, and maintenance of CICS and all associated utilities, tools and subsystems.
J. Support various application program interfaces used by Webservices, XML, SDK/JAVA communicating with various CICS, DB2 and distributed platforms.
K. Configuration, customization, and maintenance of DB2 database software and all associated utilities and tools.
L. Customization, and maintenance of IBM Resource Recovery Services.
M. Configuration, customization, maintenance, administration, and use of IBM Tivoli Omegamon suite of monitoring products.
N. Diagnosing performance problems in DB2 and CICS and tuning those subsystems.
O. support the DFSMS/DFHSM storage management systems, DASD management and reporting.
P. Problem determination and reading/analyzing memory dumps produced by z/OS, CICS, DB2, SVC, and other software components using IPCS, IBM Fault Analyzer, and IBM Debug Tool
Q. Configuration, customization, and maintenance of various Independent Software Vendor (ISV) products. (See section 2.2.1 for product information).
R. Configuration, customization, maintenance, administration, troubleshooting, and rescue of Computer Associates' e-Trust ACF2 Security and associated environment and relationship to equivalent RACF commands and environment.
S. Configuration, customization, maintenance, and administration of Computer Associates' Brightstore CA-1 Tape Management system.
T. Configuration, customization, maintenance, and administration of Computer Associates'
Unicenter Jobtrac job scheduler software and Computer Associates' Advantage Datacom/AD database software.
U. Configuration, customization, maintenance and understanding of Computer Associates' Unicenter Spool Print manager.
V. Configuration, customization, maintenance and understanding of Computer Associates' Allfusion Endevor Change management software.
W. Configuration, customization, maintenance and understanding of SyncSort site sort default product.
X. Work with Enterprise COBOL language programming and application development.
Y. IBM REXX language programming and application development.
AA.IBM Command List (CLIST) language programming and application development.
BB.IBM Netview script programming for automation setup.
CC.Working knowledge of IBM Assembler Language programming and experience in coding system exists.
DD. Work with IBM software products packaging with Serverpac and CBPDO and intimate knowledge of using SMP/E and building usermods with installing/customizing the software.
EE. IBM mainframe Disaster Recovery technical planning, testing and backup/recovery strategies including MVS core environment and DB2 from a log, BSDS (boot strap dataset), and archive perspective.
FF. Work with the implementation and operation of the IBM Workload Manager (WLM)
including policy creation and definition of workloads, service classes, resource groups, application environments, classification groups, etc.
GG. Knowledge of IBM DB2 SQL and SPUFI.
HH. Producing project and implementation plans, system descriptive documentation, user guides, emails, etc., with technical accuracy, professionalism, and completeness.

Substitution of Education for Experience
A Bachelor's Degree or higher may be substituted for the general and specialized experience for those labor categories requiring a High School Diploma. A Master's Degree may be substituted for two years of the general and specialized experience for those labor categories requiring a bachelor's degree. Substitution shall be reviewed and approved by the State at its discretion.
