Position Information

Assistant Chief of Treasury (EM-07)
$9,726/month
As assistant to the Chief of Treasury, assumes full responsibility for directing, managing and coordinating the day-to-day operations of the Division of Treasury; assists in administering the activities relating to cash management, investment and portfolio management, debt management, financial planning, and the accounts receivable programs of the City and County of Honolulu; assumes the duties and responsibilities of the Chief of Treasury in his or her absence.

There is one vacancy with the Department of Budget and Fiscal Services, Treasury Division. The Treasury Division administers the City's cash, investment, and debt management programs, and general accounts receivable collections program. Additionally, the Division bills, collects, and services approximately 300,000 real property tax owners, provides administration and collection of the transient accommodations tax (TAT) for approximately 7,000 Oahu TAT taxpayers, and other non-real property tax revenues, and also administers the tax relief and special assessment programs.

In addition to the meeting the minimum qualification requirements listed below, experience in cash flow analysis and financial planning of a large organization is also preferred. The successful candidate must be able to work effectively with varied internal and external stakeholder groups, be goal and task focused, and have passion, strong leadership skills, and demonstrated expertise in cash and investment/portfolio management, bond issuance/structuring or securing other types of financing, and accounts receivable program management.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Graduation from a regionally-accredited college or university with a bachelors degree in accounting, finance, business administration or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Four years of administrative (post-bachelor's degree, non-clerical) financial management experience for a large business, financial institution, or governmental agency which shall have included cash and investment/portfolio management, accounts receivable program management, and/or bond issuance/structuring or securing other types of financing.
