Acquisition Specialist supporting Task Force STRIKE on Redstone Arsenal.

Duties and Responsibilities (to include but not be limited to the following):

  • Provides acquisition strategy development and analysis during pre-solicitation
  • Monitors contract execution, tracking funding and modifications
  • Develop reports, information papers, talking points, project calendars, schedules, development metrics, and briefings for senior leaders and external stakeholders
  • Provides guidance on regulatory requirements
  • Coordinates government Contract Requirement Packages development
  • Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure
  • Supports the development and/or review of acquisition and program management documentation, briefings and white papers such as Simplified Acquisition Management Plan, Memorandums of Agreement, Transition Agreements, Broad Agency Announcements, Annual Spend Plans, Requests for Proposals and Request for Information
  • Assist the Government in conducting market research and draft sources sought notices
  • Help develop and implement Support Agreements.
  • Assists with the development of Statements of Work/ Performance Work Statements, CDRLs, source selection plans, determinations and findings, simplified acquisition management plans, and other contract related documentation
  • Provides review and comment on contractor technical evaluations and/or independent government estimates
  • Assists with the establishment of long-range procurement objectives for requirements to be executed each fiscal year
  • Utilize independent judgment to plan, prioritize, and organize a diversified workload in a high, up-tempo, and detail-oriented work environment
  • Participates in definition of assignments, including identification of work to be done and deadlines for completion; plans and organizes the work; interprets regulations; and coordinates with others as necessary. Completed work is generally reviewed by the supervisor for compatibility with goals and for effectiveness in meeting objectives.
  • Assist with the management of property delivery and transfer on FAR based and OTA contracts.

Requirements

  • Bachelor's degree (Business field preferred or 24 business related credit hours)
  • Strong communications and analytical skills, be a self-starter, and detail oriented
  • Expert knowledge of system acquisition concepts, processes, principles, standards, and the pre-award process for major systems acquisition contracts.
  • Working knowledge of applicable DoD acquisition directives to support acquisition policy, plans, processes, procedures, and guidance for assigned project development and fielding
  • Superior proficiency in MS Office suite and IT tools
  • Outstanding written and oral communication skill
  • Current Secret Security Clearance required.
  • 10 or more years of Department of Defense (DoD) acquisition programs, planning and execution of which a portion of that time was spent in a Government program office for weapon system acquisition
  • Knowledge of Army acquisition streamlining initiatives including the use of Other Transaction Agreements (OTA)
  • Experience supporting acquisition programs in a Project Office, in the Army Contracting Command, or a similar capacity
  • Experience analyzing acquisition and program management products such as acquisition strategies and plans, program execution data and contract attributes (e.g., contract type, contract structure, award and incentive fee plans)
  • Experience with budget and appropriation processes, Presidents Budget Request (PBR), Program Objectives Memorandum (POM), Presidents Budget (PB) and 1-N lists
  • Desired Qualifications
  • Experience with expedited/rapid acquisition efforts.
  • Experience in one or more Army program offices.
  • DoD Acquisition Workforce Certification Level III
  • Previous experience in Research and Development or Test community
  • Experience with the FAR/DFAR and DoD Directive 5000 series
  • TS and SCI eligibility
  • Required Travel: Up to 10%
