  • This position has a flexible work arrangement that may include hybrid or Telework arrangements, but also requires in-office work as a function of the supervisor position.*
  • Approximately 25% travel to county agencies statewide to oversee licensing reviews and support county agency training and engagement.*
  • This posting is used to fill multiple vacancies.*

This posting is for three positions. One position exists to manage statewide county delegated licensing system for: adult foster care, family adult day services, and community residential settings licensed by the Department of Human Services (DHS); and two positions exist to manage the statewide licensing of home and community-based services.

Responsibilities include:

  • Managing staff who provide training, technical assistance, and case consultation to county licensing agencies statewide.
  • Managing staff who conduct compliance monitoring reviews at county agencies and certify them to perform delegated licensing functions.
  • Managing staff who conduct inspections and investigations of home and community-based licensed programs.
  • Evaluating and approving licensing actions.
  • Developing policies, processes, and tools to most efficiently complete the work.
  • Interacting with multiple stakeholders to promote understanding of the licensing processes and compliance with the regulations.

Minimum Qualifications

Demonstrated leadership experience*

  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment

AND

Four (4) years of specialized professional work experience in interpreting state laws and rules that apply to licensed programs to assure that inspections and investigations of programs are conducted as required and/or that licensing actions are completed in accordance with regulation.

Experience must demonstrate the following:

  • Knowledge of administrative, civil and criminal law affecting the licensing functions and actions.
  • Apply knowledge and information to develop new or improve processes, to solve problems or to resolve license issues.
  • Determine appropriate action to be taken based on the findings of a licensing review or investigation.
  • Managing and evaluating projects or the work of others.

Preferred Qualifications

  • Cope with the demands and fast pace of routine work and special assignments.
  • Work and communicate effectively with a wide range of people of varying backgrounds and with people who have varying levels of understanding of the subject matter.
  • Knowledge of the state regulations that apply to DHS licensed programs.
  • Organizing work and time effectively to complete assignments and tasks.
  • Adapting to new and changing regulations and protocols.
  • Perform in a professional manner consistent with division standards.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
