The Audit and Evaluation unit in ICJIA is responsible for the development and monitoring of a grantmaking (and expenditure) support system in which grantees and ICJIA staff proactively maintain the integrity of public funds.

  • We develop realistic, attainable, and effective internal fiscal policies and procedures.
  • We enthusiastically collaborate with FSGU to ensure that grantees (and FSGU) have a clear understanding of what is expected regarding fiscal support for grantee expenditures.
  • We develop an objective risk assessment that clearly identifies what level of oversight each grantee will be subjected to and apply it uniformly. We develop goals at the beginning of each fiscal year and track progress (and hold ourselves accountable) to meet those goals.
  • We understand our own individual areas of expertise and teach and train each other to improve the entire team.
  • We provide excellent customer service on the front end, during program execution, and the back end.
  • We hold ourselves to the highest level of ethical standards.

Job Responsibilities

  • Independently conducts complex audits of federal and state grantees by assessing the effectiveness of controls and financial records accuracy.
  • Conducts desk audit review of payment requests and related documentation.
  • Participates in follow-up activities for assigned audits/reviews, prepares and submits preliminary and final reports.
  • Reviews and approves grant budgets and provides technical assistance to both internal and external stakeholders.
  • Responsible for financial oversight of grant-funded agencies.
  • Conducts on-site financial reviews and desk audits of grantees. Reviews grant agreement budgets.
  • Prepares quarterly reports on grantee audits and monitoring throughout the lifecycle of the grant.

Minimum Qualifications

  • Requires a bachelors degree in accounting or at least five years of financial experience, preferably with government grants.

Preferred Qualifications

  • Prefers three years of experience in Microsoft Office, Excel, and Word.
  • Prefers five years of experience reviewing supporting documentation for allowability and research relevant grant regulations and guidelines.
  • Prefers seven years of experience using excellent critical thinking and analytic skills. Demonstrated ability to interpret documents; ie, receipts, invoices, payments, in order to determine any discrepancies. Able to reconcile records specifically payroll documents, general and subledgers to supporting documents.
  • Prefers seven years of experience using excellent written and oral communication skills. Demonstrated by an ability to clearly convey technical issues to build consensus and mediate disputes. Experience gathering program data and prepare recommendations on corrective action.
  • Prefers one year of experience working independently and prioritizing work for on time, accurate delivery of reports.
  • Prefers one year of experience working in a team environment and able to work productively with people of different backgrounds and work experiences.

ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
