The Blair County commissioners seek applications for an individual to be appointed to the Board of Assessment Appeals. Board members serve a term of two or four years for the primary purpose of hearing and determining assessment appeals for the County in accordance with the Consolidated County Assessment Law as codified in 53 Pa. C.S. Sections 8801-8868 and all rules and regulations approved by the County.

Essential duties include adopting regulations for the Board of Assessment Appeals and auxiliary appeal boards (subject to the commissioners' approval); hearing appeals, administering oaths to witnesses, and determining the market value of the property while maintaining uniformity/equalization of the property to other similar properties in the area or neighborhood; applying the pre-determined ratio or common-level ratio to assessed values as applicable; certifying the assessment roll on or before November 15 to each taxing district within the county; and preparing and submitting on an annual basis an estimate of the expense to be incurred incidental to the carrying out of duties and responsibilities of the Board.

The Board conducts 12 meetings a year, usually lasting less than an hour, on the third Wednesday of every month in the Blair County Courthouse at 10 a.m. An estimated 20 full days are needed for spring and fall appeal hearings; spring hearings usually occur in April or May, last 2-4 days, and address change of assessment notice appeals. Fall hearings usually occur in August, September, October, require time that corresponds to the number of appeals received, and address annual appeals.

Requirements

Qualified applicants must be a resident of Blair County; hold a high school diploma or GED; possess five to seven years of professional experience or any equivalent combination of experience and acceptable training and/or higher education degree; be in good standing within the community and possess a high level of integrity; and must complete required training as established by the County Commissioners' Association of Pennsylvania within six months of appointment that consists of a) three hours on the assessment valuation process - this requirement is waived for any Board member who holds an inactive Certified Pennsylvania Evaluator (CPE) credential; b) three hours on the legal and constitutional issues relating to the assessment process and the duties and responsibilities of Board members; and c) three hours on real estate exemptions.

Applicants must be able to pay close attention to details, deliberate fairly without bias or advocacy for property owners or affected taxing districts; have the ability to work effectively with fellow Board members, the chief assessor, and other designed County representatives; have the ability to review, classify, categorize, prioritize, and/or analyze data; maintain confidentiality relating to property information and department records; and possess communications skills sufficient to explain or interpret assessment and/or appraisal procedures and interact with the public in an appropriate and effective manner.

Work must be performed onsite in Hollidaysburg, PA.

Benefits
