Job Summary

This is a technical and analytical position, providing business process review, coordination and information system report generation and quality control. This position acts as a subject-matter expert in software systems such as Enterprise Resource Platform (ERP), permitting, asset management, work orders, service requests, and will coordinate improvements and database management with Information Technology (IT) department of Marion County.

Essential Job Functions

  • Assists the County's IT department to determine the feasibility of implementing new computer applications or upgrades and obtains detailed specifications from users to ascertain specific output information requirements.
  • Serves as a technical liaison on software design requirements, application and system installation and implementation and system scope and design objectives.
  • Reviews, analyzes, and evaluates business systems and user needs. Documents requirements and defines scope and objectives. Confers with departmental officials for preliminary determination of program feasibility; reviews existing procedures and business process and defines problem and machine capability. Prepares cost benefit/ROI analysis.
  • Supports the overall business / project plan by contributing to the research and analysis of assigned project deliverables and detailed specifications from which vendor systems will be programmed and/or configured. Provides process and workflow analysis. Monitors project deliverables.
  • Responsible for coordinating technical aspects of the process, including the establishment of business standards, interpreting and disseminating technical information. Assists in implementation, maintenance, and provides support for business system software.
  • Makes recommendations and assists in selecting new and modified systems and programs to ensure software information systems meet client specifications and needs, standards and guidelines and efficiency requirements. Facilitates the planning, testing and documenting of software systems.
  • Develops data verification methods and establishes business standards for preparation of operating instructions. Develops and coordinates computer system report requirements and outline system needs.
  • Responsible for the coordination and monitoring of hardware and software upgrades.
  • Ability and knowledge of creating reports with Crystal Reports and SQL reporting services with data from database software.
  • Develop and coordinate financial and data driven dashboards for various components generated from multiple applications.
  • Responsible for administering a wide range of policies, rules and regulations as they apply to business processes and coordinate system issues with IT. Schedules workflow and develops report techniques.
  • Plans, directs and supervises the development and preparation of business process applications and the design of flow charts and related matter.
  • Prepares written reports and documentation of efforts for use by Director and to be shared with IT, County Administration and/or County Commissioners.
  • Provides customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

  • Performs other related job duties as assigned.

Qualifications

  • Associate's Degree (Bachelor Degree preferred) with major course work in information technology, management of information systems, business administration or engineering;
  • One, (1) year of experience required, three years of experience preferred in analysis, programming, or computer systems; with one year of lead worker or supervisory experience;
  • OR equivalent combination of education and experience.
  • Valid Florida Driver's License, required for travel.
  • Experience using SQL and Crystal reporting preferred.
  • Formal training in current billing systems and databases preferred.

Licenses or Certifications

  • Ability to pass a Criminal Justice Information Services (CJIS) background check and maintain a current CJIS Level 4 Security Awareness Certification.
  • These requirements exist at the time of hire and as a condition of continued employment.
  • Will be required to complete National Incident Management System (NIMS) courses 100, 200, 700, 701,800 within one year of employment.
  • May be required to acquire and maintain professional certification(s) related to the technology and applications used by the organization.

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Functions independently as an expert in matters of specialized policy, analyzes or complex technical systems.
  • Expert knowledge of various computer platforms as adopted by the County.
  • Thorough knowledge of the object-oriented language and database infrastructure adopted by the County.
  • Considerable knowledge of local, wide, and wireless area networking fundamentals.
  • Expertise in current systems and methodologies regarding relational database architecture, structure and design.
  • Experience with programming in current commonly used programming languages.
  • Ability to plan, schedule, coordinate, and review the work of subordinate technicians.
  • Ability to communicate with department officials and other administrative personnel.
  • Ability to organize material, analyze information, and develop appropriate recommendations.
  • Ability to initiate and implement administrative procedures and evaluate their effectiveness.
  • Ability to plan and prioritize work and meet multiple deadlines.
  • Ability to remain calm in stressful situations.
  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.
