Position Description: SES Corporation is seeking a Business Development Capture Executive accountable for the execution and growth of the civilian IT services markets. This position will report to the Director of Capture. The successful candidate will identify new business opportunities that fit the organizations strategy, develop and maintain prospective customer relationships, understand customer budgets, problems, issues, and constraints, and develop winning solutions. Candidates at this level will develop the initial capture strategy, internal and external partnerships, capture plans and associated marketing for each opportunity. The Business Development Capture Executive will leverage customer relationships and personal experience in assessing potential business opportunities that result in measurable revenue growth, qualify them as meaningful opportunities, and work closely with Operations, Technical SMEs and Sr. Management to win new business. For each opportunity, the Business Development Capture Executive will be expected to identify capability gaps, emerging requirements, conduct business intelligence, monitor competitor activity, and develop solution concepts in accordance with requirements that can be executed at reasonable profit. The Business Development Capture Executive is responsible for ensuring excellence in delivery of full life cycle business development and capture activities, including opportunity identification and qualification, management of bid and proposal (B&P) resources, capture strategies, proposal management, account management, service offerings, contract award and customer relations specifically for DHS, Treasury, and Department of Commerce market segments. This is a hybrid position which will require in office work about 4-6 times per month.

Requirements

Years of Experience: 6-8 years

Education Requirements: Bachelors

Required Education and Experience:

  • Bachelors degree. MBA or advanced degree a strong plus
  • 6-8 years of experience as a business development professional with a federal government IT services contractor.
  • 3-4 years of experience developing new business on GWACs, multiple-award IDIQs, or similar vehicles.
  • Proficient using CRM and market research tools, specifically Salesforce, GovWin IQ, and Bloomberg Government
  • Ability to quickly establish and maintain relationships with potential clients; closing sales and working with client through closing process
  • Collaborating with management on sales goals, planning, and forecasting; maintaining short- and long-term business development plans

Required Skills and Certifications:

  • Must have a demonstrated track record of designing and executing successful Business Development and Capture strategies and achieving profitable revenue growth in federal government contracting work.
  • Must have a reputation for being able to work collaboratively with high performance teams in a fast-paced environment.
  • An understanding of teaming and subcontracting to include experience with creating teaming agreements, vendor relationships, and contractor teaming arrangements.
  • A demonstrated sustained ability and reputation of winning complex, IT services programs with values over $50M is essential. Portfolio of submittals and awards should include experience in all types of government contracts (firm-fixed price, T&M, cost-plus, etc.) and a full array of capture strategies (major re-competes, incumbent capture, sole source, and Joint Ventures).
  • Must have excellent communication skills (both verbal and written) and highly effective interpersonal skills to carry-out daily interactions with technical leaders and business executives within the Corporation, Operations and with customers, industry and subcontractors.
  • Collaborate with internal resources across departments (engineering, service delivery, proposal management, program management, marketing and finance) to create sales strategies, manage execution and capture business.
  • Creating informative presentations; presenting and delivering information to potential clients at client meetings, industry exhibits, trade shows, and conferences
  • Shipley training and/or certification preferred
  • Understand government budget, investments and acquisition processes, and working knowledge of the Federal Acquisition Regulations (FAR).
  • Collaborating with management on sales goals, planning, and forecasting; maintaining short- and long-term business development plans
  • Meet all quotas for annual sales goals.
  • Relevant leadership experience in program management or operations preferred

  • Problem Solving: Natural inclination for planning strategy and tactics. Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.
  • Results oriented: Persuasive and goal-oriented. Able to drive things forward regardless of personal interest in the task.
  • Teamwork: Comfortable working both individually and as part of a team. Prepared to challenge ideas within a group in a constructive way. Ability to influence others and move a proposal effort toward a common vision or goal.
