Position Summary

The Career Navigator will provide WIOA (Workforce Innovation and Opportunity Act) Adult and Dislocated Worker career services through the network of Americas Job Center of California (AJCC) (also referred to as career centers) located throughout San Diego County. The Career Navigator will provide career services to program participants to facilitate growth and development, participation in core program activities, and support achievement of performance outcomes. The Career Navigators will be working from our career center locations and the Career Navigator floater positions will be working from our partners locations.

The Work

Career Planning and Coaching

Taking a proactive approach, Career Navigators draw on their expertise and interpersonal skills to create an environment in which participants are motivated to increase their self-sufficiency through education and increased employment skills.

  • Keep accurate written records and case files that are necessary to meet program requirements.
  • Provide career coaching and run necessary reports to help case manage.
  • Develop and implement Individual Employment Plans (IEPs) in partnership with participants to guide next steps and manage progress towards goals.
  • Help identify which program track fits each participants goals, needs and interests based on the IEP and assessments provided.
  • Connect participants to workshops and next steps of individual planning sessions.
  • Conduct initial assessments (including career interests and training readiness) for participants.
  • Coach and assist job participants in identifying training opportunities within the WIOA training resources.
  • Provide guidance and coaching to support participants to access occupational training and conducting job searches.
  • Ensure each participant is equipped with the basic employment interpersonal skills necessary to successfully participate in training and find and retain employment.
  • Assist participants with training applications, as needed.
  • Discuss participant progress with training providers, as appropriate, and ensure supports are in place to ensure participant successfully completes training programs.
  • Provide or link participants to services that alleviate participants immediate emergency basic needs and stressors or barriers that prevent them from meeting program goals.
  • Maintain regular in-person contact (averaging 6 contacts per quarter) with program participants until participant achieves employment goal and/or disengages from the program.

Performance Management

  • Follow guidelines set by the Customer Experience team to ensure that exceptional customer service is provided to each participant.
  • Follow the internal policies and procedures that are in the Workforce Partnerships Operations Manual.
  • Meet local performance measures that are set each program year.
  • Evaluate the effectiveness of program activities and, if necessary, recommend modifications to processes and procedures and submit to leadership.

System Alignment

  • Work alongside the Training team to align training opportunities for participants.
  • Work in partnership with the Sector Initiatives team to connect to specific training opportunities.
  • Work in partnership with the Business Services team to create talent pipelines for participants.
  • Be familiar with the different program options available in the Partner Portal and make referrals for participants.

Other responsibilities:

  • Participate in regional training and case manager meetings.
  • Track participant progress in CalJOBS and Salesforce databases.
  • Attend internal and external meetings with training providers, partners, and stakeholders representing the Workforce Partnerships mission and vision.
  • Other duties as assigned.

Requirements

WhatYouBring

  • Genuine desire to help people with their employment and education goals. Compassion, patience, and commitment to teamwork are essential.
  • Bachelor's Degree in psychology, counseling, social work, human services, or a related field or equivalent work experience; and at least two years experience providing program services; or an equivalent combination of education and experience
  • Experience in workforce development, particularly in case management is desired.
  • Preferred Knowledge of Workforce Innovation and Opportunity Act (WIOA)
  • Demonstrated history of setting goals and achieving results.
  • Outstanding ability to identify new methods, better approaches, and integration of other ideas.
  • Experience empowering and challenging individuals to meet goals and holding them accountable.
  • Willingness to engage in department and organizational-wide efforts.
  • Excellent customer service skills and executive presence.
  • Excellent verbal and written communication skills with exceptional attention to detail.
  • Passionate about and able to clearly articulate the Workforce Partnerships Mission and Vision.
  • Skilled in the use of Microsoft Office Suite and comfortable with exploring innovative technology to increase effectiveness of program deliverables.
