ISSUING OFFICE This request is issued from the Commonwealth of Pennsylvania, Bureau of Communicable Diseases (BCD) within the PA Department of Health (PADOH).
BACKGROUND/PROBLEM STATEMENT The Department s Immunization Registry is transitioning to a new Immunization Information System and has an emergent need for an individual to coordinate and oversee outreach and training to end-users.
This contractor will be responsible for developing a comprehensive outreach and training plan, providing outreach for provider participation, developing communication and marketing tools, and training end-users.
INCURRING COSTS The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.
RESOURCES It is anticipated that the contractor will primarily be home headquartered and is responsible for his/her own network connectivity and home office space. The PADOH will supply a laptop, and software, including a Microsoft Teams license for phone use. This contractor may be required to report to BCD headquarters on a periodic basis.
The headquarter assignment is subject to change in accordance with the Commonwealth s COVID-19 response plans. If the contractor is required to work from BCD s headquarters in Harrisburg, PA, the contractor will be provided with office space. However, parking will not be provided.
OBJECTIVES OF ENGAGEMENT The primary objective of this engagement is to develop an outreach and training plan for end-users across the Commonwealth, as well as developing communication and marketing tools. This individual will also provide training and support as a part of the engagement. The contractor will work directly with the registry supervisor, manager, and registry specialists during this assignment.
Generally, the contractor will perform the following tasks:
Develop outreach plans to market the new IIS and encourage provider enrollment and engagement Conduct outreach calls and send emails to end users to schedule training Develop a comprehensive training plan and schedule for current IIS end users transitioning to the new IIS and first time IIS users new to PA-SIIS Identify and schedule facilities to be used for local and regional in-person IIS trainings Develop training tools and guides for all end users of the IIS Update training materials and presentations as new IIS functionality is implemented or modified Support and maintain updates to the PA-SIIS website concerning the training schedule and training materials for the new IIS Monitor and assess IIS participation Respond to end user inquiries regarding training and onboarding Serve as the primary training liaison between IIS trainers and provider clinics Provide regular status reports to IIS training team and PA-SIIS team Coordinate and conduct post-training outreach to end users to provide them with needed materials and to facilitate a seamless transition to the new IIS Consistently treat end users, stakeholders, and co-workers with dignity and respect Create and maintain a work environment that is welcoming and respectful of diversity Assist with other related tasks and duties as necessary Travel as necessary
OPERATIONAL REQUIREMENTS The contractor will be required to: Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday. Provide weekly personal status reporting by COB Friday submitted on SharePoint. Schedule project status meetings with both the Division Director and bureau leadership as required.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS Design, plan, and present trainings on complex technical material to a wide variety of audiences Develop and write effective training and promotional materials Use distance training methods including conference call and webinar tools Develop specific goals and plans to prioritize, organize, and accomplish work Establish short-term and long-term objectives and specify the strategies to achieve them Proficiency in Microsoft Office Suite, including Access, Excel, Power Point and Word Document the status of projects Use phone, email, fax, and messaging to communicate Communicate effectively in writing, orally, electronically and in-person Work independently and as a part of a team
TIMEFRAMES The agreement between the Department of Health and the contractor will be from approximately June 1, 2023 Mar 31, 2024. Standard work week will be 40 hours.
