The product specialist will take ownership of one or more systems components of the ARWINS sub-systems.

Local candidate preferred.

In addition to having a hands-on expertise with the tech stack listed below, the product specialist will need to have a solid understanding of the state s TANF program and its federal oversight / guidelines. The product specialist will help maintain the current production systems, as well as lead, design, develop and implement new functionality that the TANF program requires. The product specialist will also serve as a technical SME and support the statewide rollout of the new features in-sync with the DHS-ARIES plan.

The core application stack currently operates on RHEL. In addition, there are legacy systems running on windows and AIX environments. Tech stack includes:
Ruby on Rails
NGINX
Phusion Passenger
PostgreSQL
MongoDB
SQL Server
Talend
Sidekiq

Identified activities include:
Have a deep understanding of the ARWINS platform or similar solutions that support TANF programs and comparable tech stack
Data Migration and ETL programs are currently developed using java and Talend:
oAnalyze the current ETL programs, system components, functional components, liaison with DHS IT vendors / technical specialists and make recommendations on retiring legacy interfaces, and design, develop and implement new ETL programs
oTriage impacts of upgrading data integrations to interface with new systems, and ensure that existing production systems are supported and gracefully transitioned to the new system
oWork with TANF Quality Assurance and Reporting teams to reconcile data coming from the new ARIES system with the legacy ANSWER systems and ensure accurate data is available for federal reporting and program performance evaluation
oLeverage knowledge of the TANF and its dependencies on ChildCare, SNAP and Medicaid Domains, knowledge of TANF federal oversight guidelines for data integrity, and use the Subject Matter Expertise to design, develop, test and implement
Knowledge of RESTful service orientation, expertise in advanced SOA patterns and REST service composition, developing asynchronous backend processing components using Sidekiq, and related technologies; Help plan, design, build an Integrated TANF System by migrating current program centric sub-systems
Work closely with the technical architect, and DWS/TANF teams to:
oDesign a system that confirms to the security requirements for the ADWS/TANF program and state enterprise guidelines
oCollaborate with TANF policy team to define the policy requirements associated with the each of the new TANF services
oWill be responsible to design, develop and collaborate with TANF system support teams to test the newly developed features
oWill collaborate and provide inputs to the TANF training unit to roll-out the new system
oWill work closely with the TANF quality assurance and reporting teams to design and develop reporting and performance capabilities not just at a program level but at a service level
oWill support the current ARWINS production systems that operate in conjunction with DHS-legacy systems, and ensure a smooth transition to the new platform that will work in conjunction with the DHS-ARIES system
oWill liaison with DWS TANF and external partners to help productive usage of the ARWINS system, and take the wider usage into account while designing the security, reliability and performance of the system
