This position will support our work at the NASA White Sands Test Facility (WSTF). WSTF is regulated by the Environmental Protection Agency (EPA), New Mexico Environment Department (NMED), Federal Executive Orders, and NASA agency environmental policy and guidelines. WSTF is a Resource Conservation and Recovery Act (RCRA)-permitted facility with significant environmental monitoring, remediation, and reporting obligations that require comprehensive environmental data management support.

Position Responsibilities:

  • Develop and/or review comprehensive statements of work and input purchase requests to secure the services of laboratories to perform chemical analyses of groundwater, soil, and soil vapor samples.
  • Coordinate with subcontracted off-site analytical laboratories to schedule sample shipments and to obtain support materials and supplies for ongoing and planned environmental sampling events. Communicate with representatives of analytical laboratories to evaluate and resolve reporting discrepancies and data quality issues.
  • Review and approve invoices from analytical laboratories based on sampling performed.
  • Receive chemical analytical reports (PDFs and electronic data deliverables) from subcontracted off-site laboratories and perform initial quality review of provided chemical analytical data. Compare initial data from groundwater remediation system samples to established discharge standards and/or cleanup limits and notify management of potential exceedances.
  • Use an established data management system comprised of SQL databases operated through MS Access frontends to transfer analytical data from EDDs to the working database, perform data verification and validation and subsequent quality assurance, and complete data transfers and archival.
  • Use the established data management system to provide data to end users for inclusion in various internal and external reports. Prepare monthly Quality Assurance Reports to assess the quality of groundwater analytical data reported, evaluate data discrepancies and data quality exceptions, and present and discuss corrective actions as required.
  • Develop groundwater sampling schedules and coordinate with sampling support personnel to ensure that required field quality control samples are scheduled and collected in accordance with NMED-approved work plans.
  • Use the established data management system to support data end users with data usability assessments.
  • Support the transition of environmental data from the current SQL/Access environment to a commercial off-the-shelf data management software.
  • Prepare data quality briefings for delivery to management and customer representatives.
  • Review monitoring plans, work plans, and investigation reports to ensure consistency with established data quality practices and procedures.
  • Develop and/or maintain procedural documents for performing data management.
  • Coordinate with other data quality personnel, including an off-site data management consultant, to ensure program data quality needs are met.

Requirements

Qualifications:

  • Bachelors degree in Environmental Science, Chemistry, or related field.
  • Experience receiving, reviewing, verifying, validating, and managing chemical analytical data from groundwater, soil vapor, and/or soil samples.
  • Experience using and troubleshooting SQL and MS Access databases. Experience with EarthSoft EQuIS is an asset.
  • 5 years of related experience desired.
