Navarro Research and Engineering is recruiting for a Deputy Maintenance Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

In concert with the Maintenance Manager, the 222-S Deputy Maintenance Manager is responsible for leading, managing, and integrating all technical and associated functional support areas of the Maintenance organization.

The 222-S Deputy Maintenance Manager will frequently act on behalf of the Maintenance Manager by conducting management oversight functions in respective areas to ensure project priorities are identified and balanced, including but not limited to:

  • Define document needs, communicate policies and requirements, and establish objectives for performance measures and management expectations to 222-S Laboratory Maintenance personnel.
  • Flow down the need to demonstrate safety ownership through development and maintenance of project-specific maintenance documents and programs.
  • Provide direction to and oversight of personnel to meet goals in a safe, efficient, and cost-effective manner in accordance with all applicable requirements, including nuclear safety requirements, QA, occupational safety, environmental, radiological safety, and safeguards and security.
  • Support the Facility Operations organization on the completion of work activities that support the long-term program mission for Navarro-ATL.
  • Ensure activities are planned and needed resources are provided to meet stated objectives.
  • Ensure processes to identify hazards are implemented.
  • Ensure maintenance on work-related documents are prepared and used to provide appropriate work direction and to ensure work is performed safely and efficiently.
  • Provide leadership and oversight of resources for participation in the job hazard analysis and other hazard identification processes.
  • Provide appropriate training to instruct personnel on hazard identification techniques.
  • Interface with Operations, ES&H, and Engineering organizations to ensure applicable requirements are incorporated into approved work packages.
  • Ensure engineered systems incorporate appropriate controls and systems for safe and compliant operations.
  • Ensure all work within assigned area is performed within regulatory compliance, radiological controls, QA, engineering, and configuration control requirements.
  • Help convey safety expectations to project personnel (including STOP work).
  • When necessary, provide timely day-to-day technical support to maintenance activities.
  • Ensure personnel are trained commensurate with responsibilities in a timely manner.
  • Participate in or conduct regular safety meeting and briefings allowing for employee feedback on safety and environmental issues.
  • Follow up on all accidents, environmental non-compliances, and adverse trends affecting operations to identify opportunities for improvement.
  • Ensure the Integrated Contractor Assurance System (iCAS) program is implemented.
  • Manage resources supporting resolution of corrective maintenance, preventative maintenance, and upgrade project issues in a timely manner to support day-to-day continued operation.
  • Evaluate project and equipment performance, troubleshoots operational anomalies, and assesses plant conditions and events.
  • Support the employee safety council at the appropriate level and involvement.
  • Participate and encourages worker feedback through routine staff meetings, post-job reviews, open door policy, lessons learned, etc.
  • Incorporate feedback to accomplish continuous improvements.
  • Support management in developing appropriate interface agreements and documents with Other Hanford Contractors.

Requirements

Minimum Qualifications:

  • BA/BS Degree in Construction Management or related discipline and 12 years directly related experience or equivalent combination of education and/or experience.
  • Must possess strong communication skills and be able to communicate with personnel, management, support organizations, Department of Energy Office of River Protection (ORP), Defense Nuclear Facilities Safety Board (DNFSB) Staff, regulators, and stakeholders.

Preferred Qualifications:

  • Previous experience and understanding of Hanford Site Work Control processes.
  • Previous experience as an FWS in any maintenance categories such as mechanical, electrical, or instrumentation.

Annual Salary Range (based on full-time 40 hours per week)

Grade 21: $135,188 - $170,463

In accordance with the Navarro salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidates education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
