The UCCS Controller's Office provides and promotes rigorous standards of technical accounting, auditing, and financial reporting to meet the business and management needs of campus customers and external constituents. The UCCS Controller works closely with the CU System Controller and represents the UCCS campus on accounting matters. The UCCS Controller's Office is a service-oriented organization which processes transactions, generates, and monitors reports, provides financial information and decision support, and offers training and documentation for the execution of policies and procedures. It works with and has a higher level of understanding of the PeopleSoft financial and human resource software system, COGNOS reporting system, CONCUR travel & expense reporting system, SciQuest Solutions (CU Marketplace) as well as the State of Colorado's Operations Resource Engine (CORE), this list is not all-inclusive. The Director of Contract Administration is responsible for the administration and initial negotiation of contracts between UCCS and third parties for all of UCCS's various business units. The Director will coordinate all activities involved in negotiating, accepting, monitoring, and executing contracts. This position works closely with the leadership of the UCCS business units, the CU Procurement Service Center (PSC), and general counsel. The Director of Contract Administration will provide clear and concise guidance to managers and stakeholders regarding contract-specific terms that may affect their business areas.   • Job Duties: Stand up the contract administration function at UCCS, including working to implement an electronic contract management system. Work with leaders across campus, the PSC, and others to build an archive of previously executed contracts, including tracking renewal information. Serve as the subject-matter-expert in the contract process and provide leadership in developing training programs, tools, resources, and guidance to campus. Exercise oversight and management authority for activities relating to the contract initiation through execution process, ensuring that contracts are properly entered, reviewed, approved, signed, and executed in accordance with University of Colorado and campus policies and procedures, as well as applicable laws and regulations. Develop and communicate new guidelines and changes in existing policies, guidelines, and procedures regarding contract functions. Work in collaboration with various leaders and contracting staff across the campus and the CU system, maintaining standards for contracting accuracy and integrity. Support contract users across campus. Partner with contract users to recognize problematic areas, determine root causes, identify opportunities for improvement and implement those that are deemed appropriate. Monitor the contract workflow to ensure contracts are moving through the process in a timely manner. Maintain contract database and implement new systems as needed. Develop and monitor performance metrics for contracting system performance. Conduct regular audits on contracts to ensure compliance with policies, procedures, and regulatory requirements. Devise corrective actions if needed. Maintain appropriate records, organize, and store documents to achieve document retention standards. Participate in internal and external committees, work with multi-campus teams on system-wide projects. Perform other duties as assigned. Excellent written and verbal communication skills. Demonstrated presentation skills. Experience in process re-engineering, change management, and implementing new processes/techniques. Work Location: On-site This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA). What We Offer: Salary Range: Generally starting at $89,058 to $122,838 per year The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training. The University of Colorado Colorado Springs offers excellent benefits , some of which include: Medical insurance, with the lowest cost option being $0 to the employee Dental, Vision, Life and Disability insurance Generous paid vacation and sick time accruals (14.67 hours of vacation and 10 hours of sick accrued per month, prorated if part-time) Mandatory retirement plans.
