As the Electrify My Government Campaign Contractor, you will build and begin to execute campaign plan(s) to achieve two goals: (1) secure a commitment from FEMA to build back electric and/or (2) grow and train the electric workforce across federal programs and funding streams. Rewiring Americas Federal Policy Team can dedicate significant capacity toward this workstream, but we will lean on you for your strategic vision, campaign expertise, and federal relationships. You will kickstart the campaign, laying out the vision and groundwork required for us to take it over the finish line.

The Inflation Reduction Act was a historic climate policy win, but even after its passage, there remains a gap between President Bidens climate goals and the emissions reductions we are on track to achieve. In December 2022, Rewiring America published our Electrify My Government report, proposing and quantifying nine overarching actions and dozens of specific recommendations the Administration could undertake to close the gap.

The Electrify My Government (EMG) campaign aims to turn those recommendations into reality. In particular, Rewiring America has committed to securing Administration support for three of the nine EMG overarching actions, and agency adoption of at least one specific policy recommendation within each.

We have identified three priority actions, as follows:

  1. Secure a commitment from Energy Star to certify only electric appliances and machines.
  2. Secure a commitment from FEMA to build back electric, funding only electric new construction when rebuilding after disasters.
  3. Grow and train the electric workforce across programs and funding streams at the Departments of Labor, Veterans Affairs, Energy, and Education.

So far, the EMG campaign has been constrained by the Federal Policy Teams limited capacity and connection to federal agencies outside of DOE and EPA. While we have had some initial conversations with relevant EMG stakeholders, we have not been able to build a strategic campaign plan to accomplish our priority actions. This is where you come in!

Requirements

You will leverage your experience, knowledge, and connections to build and begin to execute campaign plans for the second and/or third priority actions: FEMA and workforce development. (We are better prepared and resourced to execute the first action: Energy Star.)

The ideal candidate would have the following qualifications:

  • 7+ years of work experience, including direct federal and/or state agency work in energy and climate change, ideally with direct experience in disaster recovery (at FEMA or related agency) or workforce development (at DOL, Dept of Ed, or related agency)
  • Direct and in-depth federal agency experience, including working to affect change from within or without federal agencies and departments
  • Experience working with executive-level positions, ideally in federal agencies or also in either the public or private sectors, i.e. Members of Congress, Administration officials, or C-suite executives
  • Adept at collaborating with various stakeholders, both internally and externally
  • Ability to apply both creative and critical thinking to complex policy and political situations
  • Strong commitment to the mission, policies and goals of Rewiring America
  • Experience leading projects
  • Highly motivated and ability to excel as a self-starter
  • Demonstrated success balancing multiple projects simultaneously
  • Exceptional communication skills, written and verbal, with the ability to synthesize complex and nuanced ideas
  • Experience working in a fast-paced and entrepreneurial setting with tight deadlines


Key Deliverables

  • PHASE 1 [~3 weeks] Deliver initial thoughts on FEMA and/or workforce development
    • Kickoff meeting w/ Team Policy
    • Discovery calls with agency connections and other relevant stakeholders
    • Initial research and takeaways on the following questions:
      • How do the program structures and funding work?
      • What levers are available to the Administration?
      • What existing momentum can be built upon?
      • What stakeholders should be engaged?
      • What would success look like?
      • Etc.
  • PHASE 2 [~1 week] Develop campaign plans for FEMA and/or workforce development, including a strategy for WH engagement
    • Draft campaign plans for the FEMA and/or workforce development actions
    • Share drafts with Team Policy for feedback
    • Update draft campaign plans based on feedback received
  • PHASE 3 [~4 weeks] Support execution of the campaign plans
    • Formal outreach to White House, relevant agencies, and other stakeholders
    • Advise and support on:
      • Coalition-building
      • Deliverables (reports, memos, etc.)
      • Communications strategy
      • Etc.

Compensation Terms: paid by an hourly rate or lump sum, contingent upon the review and approval of the contractor's proprosal.
