Duties

The successful candidate will perform the full range of Emergency Preparedness Specialist duties.
Such duties include but are not limited to:

  • Assisting in the reviews of appropriate sections of preliminary and final safety analysis reports and radiological emergency plans for new and operating nuclear power reactors
    as assigned.
  • Performing technical reviews of EP licensing actions for NRC-licensed facilities and the development of input to Safety Evaluation Reports.
  • Assisting and advising in the preparation of related license conditions and Technical Specifications, as necessary.
  • Supporting the development of solutions to generic problems associated with the safety impact of NRC-licensed facilities in the area of EP.
  • Preparing various documents on numerous technical subjects and licensing activities as assigned.
  • Making recommendations to the Branch Chief for establishing objectives and goals and for the implementation, coordination and control of the EP programs for NRC-licensed facilities.
  • Maintaining awareness and proficiency in current and developing programs, equipment, and research related to EP for NRC-licensed facilities.
  • Assisting in the preparation and presentation of EP related testimony for licensing hearings.
  • Serving as a Technical monitor for technical assistance contracts related to EP.

Qualifications

In order to qualify for this position: You must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of the theory, principles, and practices in the general field of engineering or physical science with specific knowledge of nuclear reactor, fuel cycle or materials facilities.

2. Demonstrated knowledge of the theory, principles, and practices of health physics and/or systems engineering and their application to emergency preparedness and response.

3. Demonstrated knowledge of Federal legislation, Executive Orders, and government regulations and guidance associated with radiological emergency preparedness/planning related to NRC or its Federal partners.

4. Demonstrated ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing.

SPECIALIZED EXPERIENCE is defined as experience in the development and/or implementation of emergency preparedness plans and programs based on Federal standards and regulations for NRC-licensed facilities (e.g., power reactors, research and test reactors, independent spent fuel storage installations, and fuel cycle facilities). In addition, the experience must demonstrate the ability to review, analyze, and make sound engineering/scientific recommendations related to emergency preparedness and response.

The duty location of this position is Rockville, Maryland (Headquarters). In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
